The Legal Affairs and External Relations Bureau provides advice and assistance to the Secretary General and through the Secretary General to the various bodies of the Organization and to ICAO Member States, on legal and external relations matters. With regard to legal matters, the Bureau is responsible for: the provision of legal advice to the Governing Bodies and the Secretariat on any issue of law, and in particular on international law and air law; the general development of air law; the review of all agreements and contracts; and the performance of the treaty depositary functions of the Organization. With regard to external relations matters, the Bureau is responsible for: maintaining close and harmonious working relations with Member States; serving as focal point for the Organization’s relations with the Host Government; carrying out liaison and protocol functions; and monitoring and providing policy guidance and advice on current political events which might affect ICAO. LEB is also responsible for the communications function of the Organization which includes developing and implementing a comprehensive communications programme and acting as the principal point of contact for all media-related activities.

Responsibilities

Under general guidance of the Deputy Director and the supervision of the designated legal officer of the Legal Affairs and External Relations Bureau, the intern will:

  • Conduct legal research on a diverse range of assigned issues in international law, international relations and other area(s) of specialization using multiple research sources; select relevant material, analyse information and present findings for internal review.
  • Assist Legal Officers in the review of legal documents, instruments, agreements, memoranda of understanding, contracts or other instruments to which the Organization is to be a party, or other material; identify important issues, similarities and inconsistencies, etc.
  • Assist in the preparation of drafts of background papers, studies, reports, and other documents on legal subjects.
  • Assist Legal Officers in servicing the Assembly, committees, working groups and other bodies, including preparation of summaries of issues and views of delegations etc.
  • Assist in preparation of draft replies to correspondence from States, other international organizations and individuals.
  • Perform other related duties, as assigned.

Education

At the time of application, candidates are required to have completed or be enrolled in a graduate degree programme (second-level university degree or higher) in a field of study related to international law. Applicants pursuing studies in countries where higher education is not divided into undergraduate and graduate stages should have completed at least four years of full-time studies at a university or equivalent institution towards the completion of a degree.

Languages

Fluent reading, writing and speaking abilities in English is required. A working knowledge of a second language of the Organization (Arabic, Chinese, French, Russian, or Spanish) is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.

Special Notice

Interns are not paid. All costs related to travel, insurance, accommodation, and living expenses must be borne by the intern. The duration of the internship is between three to six months. The intern is expected to work five days a week, on a full-time basis. Interns shall not be eligible to be engaged in any other form of employment within ICAO during the period of internship and shall not be eligible to apply for or be appointed to any post in the Secretariat or be contracted for any other remunerated employment with ICAO for the six months immediately following the end of their internship.

In accordance with ICAO Staff Regulations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity.
