The Ministry of Municipal Affairs assists municipalities in providing well-managed, collaborative, and accountable local government to Albertans. Our main responsibilities are:

  • Funding supports for municipalities
  • A system that strives to ensure appropriate safety standards for the construction and maintenance of buildings and equipment
  • Protections for new home buyers and required licensing for home builders
  • Province-wide support for access to public library services for Albertans
  • Management of about 2.6 million acres of public land in the province's three Special Areas
  • Independent review and decisions on local matters by the Land and Property Rights Tribunal

Role Responsibilities

This position is responsible for to creating and tailoring innovative and responsive solutions within the intent of the legislation, and is an important point of contact in the department for the Minister, Deputy Minister and Senior Management. Many of the issues are highly sensitive and often politically complex in nature and require innovative thinking as well as a clear understanding of current issues. Functioning with flexibility, common sense, acumen, and within the policies and procedures of the ministry are necessary and important requirements of the position. Decisions made based upon the advice flowing from the Director have a direct impact on communities (and their residents) across Alberta. The Municipal Policy unit operates within the context of the Municipal Policy and Engagement Branch, and contributes to various initiatives undertaken to create an effective, responsive, cooperative and well-managed local government sector.

  • Provide leadership and direction to the unit, and policy/legislation leadership within the ministry
  • Leadership on major projects - Provide direction in major provincial initiatives related to municipalities, such as the red tape reduction, focused review of the Municipal Government Act and regulations, and lead for other legislative and policy work.
  • Providing information and advice- Support the ministry by drafting or reviewing of briefings and responses for the Ministry executive and the Minister, as well as for other Ministers, MLAs, and the Premier as required.
  • Strategic management of stakeholder relationships- Provide strategic direction to support successful on-going stakeholder relationships.

Qualifications

Required: University degree in a related field of Public Administration supplemented by 7 years progressively responsible experience. Related experience or education may be considered as an equivalency on a one for one basis.

Asset:

  • Experience with leadership and high level of experience within the policy cycle and process.
  • Strong writing and editing skills
  • Leading a team and responding to sensitive and complex issues in pressure situations.
  • Knowledge of ministry strategic priorities relating to supporting sustainable and accountable municipalities.
  • Knowledge of municipal stakeholder priorities and perspectives.
  • Awareness of ministry operational policies and procedures.


General knowledge of:

  • Policy development.
  • Legislation, both the development and the processes for modifying it.
  • The Municipal Government Act and accompanying regulations.
  • Municipal functions, operations and procedures.
  • Consultation processes, project management techniques, conflict resolution, negotiation and mediation processes.
  • MS Office Suite, and other programs as required to perform relevant duties including provincial programs such as 1GX and ARTS.
  • Divisional and departmental goals and objectives, including business plan objectives.

Notes

Final candidates will be required to undergo a security screening.

This position is a permanent, full-time role with the standard weekly work hours of 36.25, Monday to Friday (8:15 am – 4:30 pm).

Candidates with lesser qualifications may be considered at a lower classification and salary.
