Reporting to the Supervisor, Contracts, and Procurement, the Contract Advisor is accountable for providing expertise, guidance, and support to the Branch, in the documentation, execution, and monitoring of contracts, ensuring alignments with regulatory and corporate policies, administrative directives, and procedures.

What will you do?

  • Work with business units to identify business needs and developing/documenting technical scope and specifications of contracts
  • Guide and support the procurement process
  • Manage the contracts on an ongoing basis, including analysis, monitoring, and reporting
  • Conduct research and environmental scans in order to identify and evaluate best business practices for possible implementation
  • Liaise and collaborate with multiple stakeholders
  • Prepare draft contracts and clauses as well as content of procurement documents for market/posting
  • Create KPIs and performance expectations for contracts
  • Assist in identifying and reporting contract budgets
  • Monitor and initiate contract renewals
  • Lead, support, and conduct all contract closeout activities to ensure compliance and ensure production of all contact outputs and deliverables
  • Provide regular analysis and reporting on contract statistics
  • Conduct market research on emerging trends, technology, and best practices
  • Additional related duties as required


Qualifications:

  • University Degree in Business, Public Administration, or a related discipline
  • 2 years of experience dealing with contracts and procurement including data management, analysis, and reporting


Assets:

  • Certification in Supply Chain Management, Procurement, or a related area would be an asset


Skills required for success:

  • Ability to communicate with multiple stakeholders, negotiate, and build consensus with people at varying levels and provide clear recommendations
  • Ability to build and maintain strong working relationships
  • Significant skill and ability using Google Suite and Microsoft Office Suite
  • Knowledge of and experience with supply chain/procurement legislation, policies, processes, and trade agreements
  • Strong business writing skills including drafting contracts and clauses
  • Demonstrated experience and skills in contract negotiations and dealing with contracts/vendors
  • Work in a self-directed manner with minimal guidance and supervision
  • Ability to make well-thought-out, independent decisions using business acumen and working legislation, corporate policies and guidelines
  • Effectively gather, synthesize and interpret multi-faceted information from a wide range of sources and perspectives
  • Ability to work in a fast paced environment with multiple changing priorities
  • Prioritization and planning skills with a focus on producing high quality deliverables on time and with budget
  • Excellent verbal and written communication skills, including report writing and presentation skills
  • Exceptional customer service skills with a willingness to help and resolve concerns and identify strategies for successful outcomes

Up to 1 temporary full-time position for up to 11 months

Hours of Work: 33.75 hours per week

The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.

Salary Range : $41.172 - $51.438 (Hourly)
