Core Function:
In consultation with the Chinese Evergreen Board of Directors and Executive Director, Community and Professional Services, manages the Yee Hong Chinese Evergreen Manor to ensure compliance with relevant government legislations and standards, and works closely with the other departments to meet the social, personal and health care needs of the residents with a view of improving their quality of life and enabling them to remain independent in the community for as long as possible.
Responsibilities:
- In consultation with the Chinese Evergreen Board of Directors and Executive Director, Community and Professional Services, plans, directs and administers the preventive and corrective maintenance program to ensure that the building is maintained in a clean, attractive and safe condition with high marketability and asset value, in compliance with relevant government legislations and standards, with due consideration of the resources available
- Ensures adequate staffing to meet the needs of the Chinese Evergreen Manor. Hires appropriate staff to complement the team, and coaches, develops, evaluates and appropriately deploys staff to ensure a strong, effective and efficient team with good morale
- In consultation with the Chinese Evergreen Board of Directors and Executive Director, Community and Professional Services, develops and implements an effective internal budgeting, expenditure and inventory control system which complies with the Ministry's guidelines, constraints and time frame. Ensures timely rent collection with minimum rent loss and arrears. Ensures efficient and responsible use of resources
- Administers the tenant selection policy in accordance with the local housing authorities' guidelines on access eligibility and application processing. Ensures that up-to-date information and brochure about the project are provided.
- Provides professional advice and support to the Tenants Association and promotes a harmonious community spirit among the tenants
- Provides support to the Chinese Evergreen Board of Directors, including notices and documentations of Board and Members meetings, maintenance of corporate records and filing of reports to government departments and agencies. Attendance and reporting to the Chinese Evergreen Board of Directors a must
- Develops and updates policies and procedures which comply with the appropriate government guidelines and organization's philosophy
- Develops and implements effective risk management and quality improvement programs, including financial and internal control, adequate insurance coverage, organizations information management, liabilities and contractual and legal issues
- Provides emergency response and on-call service for building maintenance and safety/security matters
- Develops, maintains and updates accurate inspection records and certification schedules for inspection by related authorities
- Keeps up-to-date with developments and best practices in the field
- Responsible to communicate with City on the implementations of City policies and guidelines
- Other duties as assigned.
- Accredited member of the Institute of Housing Management
- Minimum 2 years supervisory experience in housing management; Experience working in the non-profit setting an asset
- Good knowledge of Residential Tenant Act, Fire code and legislations and policies relating to building standard and safety; Experience working with volunteer Board of Directors an asset
- Highly organized and good analytical and problem solving skills
- Strong interpersonal skills
- Good computer skills and proficiency in MS Office (Word, Excel, Access)
- Satisfactory Police Reference Check (with vulnerable sector screen) result
- Excellent oral and written communication skills in English and Chinese
- Basic knowledge on maintenance and repair of facilities and equipment to ensure proper running of the portfolio
