Senior Procurement Specialist

On behalf of our client, Affinity is seeking an experienced and proactive Senior Procurement Specialist with a background in public sector procurement and IT project management. This role is essential in overseeing the procurement process for critical IT projects, ensuring compliance with public sector regulations, and maximizing efficiency and cost-effectiveness. The ideal candidate will have a strong background in public sector procurement, a deep understanding of IT-related purchasing, and proven experience in leading and mentoring procurement teams.
Key Responsibilities:- IT Procurement Strategy Development
- Develop and execute effective procurement strategies for IT goods and services, ensuring alignment with organizational goals and regulatory standards specific to the public sector.
- Vendor & Supplier Management
- Identify, evaluate, and establish strong relationships with vendors and suppliers who provide IT solutions and services, focusing on performance, cost efficiency, and compliance.
- Contract Negotiation & Management
- Lead contract negotiations, focusing on terms that are favorable, sustainable, and aligned with legal and regulatory requirements. Manage contract performance, renewals, and amendments to optimize vendor relationships.
- Compliance & Risk Management
- Ensure all procurement activities comply with public sector guidelines, including transparency, fairness, and accountability. Identify and manage procurement risks related to IT projects.
- Team Leadership & Development
- Mentor and lead a team of procurement professionals, fostering a culture of collaboration, accountability, and continuous improvement. Provide guidance and support on complex procurement projects.
- Market & Trend Analysis
- Stay updated with IT procurement trends, emerging technologies, and best practices in the public sector, using insights to inform purchasing strategies and optimize procurement processes.
- Budgeting & Cost Control
- Collaborate with finance teams to establish budgets for IT projects, ensuring cost-effective purchasing and monitoring budget adherence.
Qualifications & Experience:
- Education: Bachelor’s degree in Business, Supply Chain Management, IT, or a related field. A Master’s degree or relevant certification (e.g., CPSM, CPPO) is preferred.
- Experience:
- Minimum of 5-7 years of progressive experience in procurement, with a focus on public sector procurement and IT projects.
- Demonstrated experience leading procurement teams or managing complex procurement projects, especially in IT.
- Proven track record in contract negotiation, vendor management, and regulatory compliance in the public sector.
- Technical Skills:
- Familiarity with IT products, services, and project procurement requirements.
- Proficiency in procurement software and enterprise resource planning (ERP) systems.
- Interpersonal Skills:
- Strong leadership skills with the ability to motivate and manage teams.
- Excellent communication and interpersonal skills to collaborate effectively across departments and with external stakeholders.
- Analytical Skills:
- Strong analytical and problem-solving skills, with the ability to assess procurement needs, market conditions, and vendor performance.
