The Ministry helps people with their immediate needs and provides support for: families to safely care for their children, children and youth in care to be successful, people with disabilities to access community-based services, access to affordable housing, and income assistance to meet people’s basic needs as they work to become self-sufficient to the best of their abilities.
The Housing Division performs the work of the Saskatchewan Housing Corporation (SHC). The Housing Division is accountable for developing, designing and implementing housing programs and housing services to people who could not otherwise afford adequate, safe and secure shelter. SHC promotes independence and self-sufficiency through its programs and services that are delivered either directly through SHC; by local housing authorities that manage SHC owned properties; or by third-party groups that own and manage properties and receive financial assistance from SHC.
The Opportunity
Reporting to the Assistant Deputy Minister of Housing, the Executive Director, Housing Infrastructure & Business Information, is responsible for leading a high performing team to deliver on the strategic direction of the Division. The position supports the operation of all business information and capital asset planning of SHC’s portfolio, and capital development for all programs that are provided by the Housing Division throughout the province.
As a key member of the Ministry’s leadership team, the Executive Director will:
- Provide advice and support the ADM by recommending and implementing government policies and planning strategies, including SHC’s operational plans;
- Provide leadership and innovative direction to the new Housing Infrastructure and Business Information branch;
- Provide strategic oversight and direction for the Housing Division’s information management systems, data governance, and implementation of IT solutions; as well as, capital asset management, capital development and real estate;
- Ensure programs such as the Rental Development Program are effectively delivered;
- Promote the ongoing linkage of business processes and data between the Housing Division/SHC, Government of Saskatchewan, the Housing network and housing service providers;
- Lead the redesign of processes, policies, roles and responsibilities to streamline services, improve access for clients to be successfully housed, and to enable continued modernization of SHC service delivery into the future; and
- Advance the Ministry’s and government’s strategic corporate vision, mission and mandate while embedding the government of Saskatchewan’s values.
The Ideal Candidate
As Executive Director, you will be part of a team dedicated to achieving outcomes towards the province’s approach to supporting individuals in housing need. Our candidate of choice possesses the following:
- A visionary leader who is strategic, collaborative and innovative, with a history of achieving results;
- Demonstrated ability to communicate effectively and collaboratively with diverse leaders, stakeholders and partners;
- Experience with capital asset management and business planning and analysis;
- A proven track record leading strategic initiatives with a thorough understanding of business planning, accountability processes and risk management;
- Fiscal, human resource and information management experience;
- Skills as an innovative problem-solver who can balance short-term goals with long-term vision and possess excellent communication, collaboration, and interpersonal skills;
- Experience creating and sustaining an innovative, supportive and inclusive environment that enables staff to achieve results based on service excellence through innovation, collaboration and transparency;
- Knowledge of issues and trends facing the housing industry, including comparisons to other jurisdictions and the role government ministries, Crown corporations, and agencies, partners and stakeholders have in addressing them; and
- The ability to identify opportunities for improvement and growth, inspire and motivate teams, take calculated risks, embrace change and new technologies, and adapt to evolving business environments.
Typically, the knowledge and experience required to achieve the above is obtained through:
- A degree in economics, commerce, business administration, or engineering;
- Specific designations or certifications will be considered as an asset, such as project management, and a real estate license;
- Experience leading diverse teams while promoting and sustaining a culture of engagement, collaboration, innovation, safety, and inclusion;
- A proven track record of successful program delivery, management of physical assets, housing development and real estate administration;
- Knowledge and understanding of information management systems, data governance, data analytics and implementation of IT solutions and processes; and
- Demonstrated ability to build commitment through collaboration, consultation and understanding of citizen, partner and stakeholder needs.
