NATURE OF WORK:

This position performs design, construction and project management duties related to the City’s transportation, water, wastewater, drainage systems and landscaping projects. This position performs technical analysis, preliminary and detailed designs, contract administration and project management for infrastructure planning and improvement projects. This position reports to a Senior Engineer in the Engineering Design Solutions Branch.

DUTIES AND RESPONSIBILITIES:

  • Prepare and oversee the development of project charters, terms of reference, requests for proposals, preliminary and detailed design studies and reports, specifications, tenders, contracts, performance bid analysis, approval memos, and other administrative documents related to the engagement of consultants, architects, engineers, designers and contractors for transportation, water, wastewater, drainage systems and landscaping projects.
  • Carry out all aspects of project management including tendering and contract administration, review proposals, recommend award of contract, progress reviews, review drawings, specifications, plans and applications, and liaison with client groups, contracted professionals and service providers during the design and construction of transportation, water, wastewater, drainage systems and landscaping capital projects.
  • Hire, manage, supervise, direct and review the work of consultants and contractors, while overseeing the management of complex capital projects.
  • Develop, monitor and manage major project budgets, requisitions, expenditures and other transactions within the limits of established authority. And take necessary action to protect civic monies and assets against loss and waste.
  • Provide leadership and guidance to project leaders/partners in developing, managing and leading multiple technical and interdisciplinary project teams in the implementation and day to day execution of projects.
  • Prepare complex confidential and public correspondence, reports and other documentation for the Director, the Deputy City Manager, the Executive Leadership Team, City Council, the public and other stakeholders.
  • Represent the Department and participate in, including providing regular written and verbal progress reports and presentations, to Steering Committees, Managers, Directors, Committee and Council, other departments, public meetings and meetings with consultants and contractors. Facilitate the project team in the initiation, close out and post implementation review activities.
  • Interprets and analyzes complex data, including asset management information, processes, programs and problems and develops options, solutions, improvements and recommendations.
  • Collaborates with clients and the Communications branch to initiate, develop and conduct public consultation and information programs.
  • Receives and responds to concerns and inquiries from staff, the public, other departments, elected officials and the media.
  • Consults, negotiates and collaborates with outside agencies and stakeholders, including community groups, local businesses, and other levels of government.
  • Develops and maintains effective and extensive partnerships, professional memberships and networks within the area of professional expertise to ensure that the City of Regina is represented and contributes to broad professional goals and development; keeps abreast of changes in the profession to ensure value is added to the work of the department.
  • Research and evaluate options for new construction methods and technologies (may include studies, planning, design, materials, construction, data/asset management, monitoring, modeling, operations, rehabilitation, maintenance, agreements/contracts, budgets/expenditures and investment strategies).
  • Perform related duties as required.


KEY QUALIFICATIONS:

  • Typically the knowledge, abilities and skills are obtained through a recognized university degree or diploma in Engineering, Landscape Architecture or related field specific to the assigned work area, typically combined with a minimum of five (5) years experience in a related field specific to the assigned work area. Experience in the field of municipal transportation, water, wastewater, drainage and landscape infrastructure is preferred.
  • Knowledge of the principles, processes, practices, theories and technologies related to project management and the administrative elements of municipal transportation, water, sewer systems and landscaping.
  • Knowledge of the principles of organization, supervision and administration and the ability to effectively apply these principles.
  • Knowledge of the general rules and regulations of the Provincial Occupational Health and Safety Act as they apply to this position and the ability to develop and ensure adherence to safety procedures within the Section.
  • Demonstrated skill in project management, conducting presentations, communicating and selling ideas and in leading group discussion. Skilled in listening, leading and influencing people, resolving conflict, and cultivating consensus.
  • Intermediate skill in MSWord, Excel and Access and the ability to develop expertise in the use of specialized software such as AutoCAD Civil 3D, for modelling and design of transportation, water, wastewater systems and landscaping.
  • Ability to manage multiple construction projects, information systems, programs and budgets/expenditures.
  • Ability to express ideas effectively, in oral and written form, with particular emphasis being placed on the ability to prepare comprehensive reports for presentation to management and City Council and to communicate orally to large group audiences.
  • Ability to plan and organize work assignments and co-ordinate the activities of others.
  • Ability to promote and adhere to the principles of effective working relationships and a respectful work environment including: participation, shared responsibility, open communication, trust and mutual support and the establishment of continuing effective working relations with superiors, co-workers, other City employees, project teams, members of City Council, consultants, contractors, suppliers and the general public.
  • Advanced skill to think conceptually, analyze complex data and issues, interpret specifications/ plans/regulations, and develop innovative solutions.
  • Ability to work independently and develop initiatives and programs in response to the needs of the Section as well as corporate policies and goals.
  • Ability to carry out standard technical computations.


WORKING/OTHER CONDITIONS:

  • Must be registered or eligible for registration with the Association specific to their assigned work area, and full membership is preferred.
  • Must posses a valid Class Five (5) driver’s license and have a vehicle available for work usage. (A kilometre reimbursement is provided.)
  • Typically normal office conditions apply with considerable use of computer and time spent in meetings. In addition, this position requires site visits and inspections, which at times may require the individual to wear personal protective equipment (hard hat, safety glasses and steel toed shoes).
  • Candidates must successfully complete training to receive and maintain status from recognized certification programs specific to their assigned work area. Employees’ assignment of work will include participating in training as assigned by management.
