Job Summary
Overall Description
The Evaluator is responsible for conducting reviews and parts of evaluations of programs, policies and initiatives and for providing advice in accordance with the Treasury Board Secretariat Policy on Results and related directives.
Major Responsibilities
Any higher level of education (i.e.: Masters, Doctorate) in a related field of study (identify which area(s)) could be recognized as experience.
Candidates must be eligible to receive an Enhanced Top Secret security clearance. The process involves a security interview, a polygraph, and a background investigation that includes credit and financial verifications. The use of illegal drugs is a criminal offense. Drug use is an important factor considered in your reliability and suitability assessment during the selection process. Therefore it is important not to use any illegal drugs from the time you submit your application.

Overall Description
The Evaluator is responsible for conducting reviews and parts of evaluations of programs, policies and initiatives and for providing advice in accordance with the Treasury Board Secretariat Policy on Results and related directives.
Major Responsibilities
- Develop qualitative and quantitative tools to conduct data collection; verify the accuracy and validity of data sources; and conduct data collection for complex lines of evidence.
- Compile and structure data and conduct complex analysis; judge the validity and reliability of collected data; verify the analyses conducted; extract key findings and formulate sound conclusions.
- Develop and recommend the nature and scope of studies, evaluation study approaches, data/information requirements, performance indicators, and analytical methods and techniques used in assigned evaluation projects or initiatives.
- Develop reports, presentations and briefing materials outlining the results of evaluation engagements, and propose recommendations further to findings/conclusions.
- Advise, guide and collaborate with team members and participate in peer reviews.
- Generate and validate program theory, identification of stakeholders and linkages to the Departmental Results Framework and/or other programs.
- Lead, participate in and/or advise on assigned corporate initiatives or other reporting requirements and identify emerging information needs.
- Develop and maintain evaluation knowledge and expertise and keep apprised of developments in the field.
- Undergraduate degree*
Any higher level of education (i.e.: Masters, Doctorate) in a related field of study (identify which area(s)) could be recognized as experience.
- Bachelor’s degree with specialization in evaluation, business, economics, sociology, statistics or a related field.
- Undergraduate degree and 3 years of experience working in evaluation/social research, with participation in various phases of evaluation/research projects, including: planning; methodological design , including tool development;, collecting and analysing quantitative and qualitative data; developing findings and conclusions; developing recommendations; and reporting.
- Recent** experience collecting and analysing quantitative and qualitative data.
- Recent** experience using Excel and/or statistical analytical tools.
- Recent** experience in contributing to or writing reports or relevant documents.
- Recent** experience working collaboratively as a member of a team.
- Recent is defined as within the last three (3) years.
- Knowledge of research methods and analysis techniques related to evaluation.
- Knowledge of relevant TBS policies and procedures (e.g., Policy on Results).
- Credentialed Evaluator from the Canadian Evaluation Society
- Experience in performance measurement, project management

- The immediate need is to staff Evaluator position with a linguistic profile of BBB/BBB Non-Imperative.
