Major Purpose
The Vietnam Climate Resilient Municipalities (VnCRM) project aims to enhance climate resilience in Vietnamese municipalities with a focus on empowering women and marginalized populations. The project will support up to six participating cities to address further municipal assets and solid waste management plans and practices to be more climate-resilient, gender-responsive, and inclusive in line with national climate change and environmental protection priorities. Emphasis will be placed on nature-based solutions to address climate change and on management of solid waste to reduce plastic pollution and waste entering drainage systems and exacerbating flooding.
Reporting to the Senior Manager, VnCRM, the Project Manager will be responsible for mobilizing the Canadian municipal expertise required, leading the development of resources and knowledge products with partners, and organizing various aspects of project delivery, including virtual methods.
The Project Manager is a key leader of the FCM project team and plays a major role in project planning and administration, helping advance gender equality with FCM and its partners through all aspects of the project. The work at FCM involves becoming an even more member-driven organization that balances its goals with a people-centered approach. The manager will maintain confidentiality, professionalism, and exercise good judgment, meeting deadlines in a fast-paced corporate environment.
Key Responsibilities
The Project Manager is accountable for coordinating the overall Canada-based operations for the project. Responsibilities include managing processes, deliverables, and collaboration among various stakeholders; leading the development of knowledge and communication products and activities; contributing to the development of plans, strategies, and reports.
Securing technical expertise and support from municipal partners
- Manages Canada-based project operations including recruitment and engagement of Canadian municipal experts. Develops partnerships with municipal members, organizing study tours and workshops.
- Supports development and delivery of knowledge products and activities involving Canadian municipal experts.
- Collaborates with other units within FCM Programs group to ensure impact synergies and efficiencies.
Ensures the development of project related communication and knowledge products
- Manages development and implementation of project communication strategy and activities with FCM’s Communication specialists.
- Develops relevant knowledge and learning products with program monitoring and evaluation resources.
Writing reports
- Develops reports required by GAC, leading drafting with project team support.
Application of Global Affairs Canada Results-Based Management (GAC-RBM)
- Manages project planning, monitoring and reporting mechanisms and deliverables based on RBM methodologies, coordinating input from decentralized project office and FCM departments.
Securing Ottawa office support
- Mobilizes support from various FCM departments to secure technical assistance to the project and the project offices.
Taking part in FCM Programs
- Participates in development of FCM Programs’ tools, processes, and strategies; integrates the assigned project in FCM planning and management mechanisms.
Knowledge, Experience and Skills
- University degree in a related field or equivalent experience;
- Minimum five years’ experience managing projects in international development and climate change or municipal governance;
- Strong organizational and management skills;
- Experience in teamwork and coordinating complex activities;
- Good computer skills and strong public relations skills;
- Excellent communication and negotiation skills;
- Understanding of Canadian municipalities network is an asset.
Language Requirements
Bilingualism (English and French) is required.
