About us: University Planning, Design and Construction provides the University with support through two key services: Campus & Facilities Planning and Project Management, Design and Engineering and Project Development. The team is responsible for campus master planning, space allocation, design & engineering services, costing, leasing, and all construction and renovation projects.

Your Opportunity:

Reporting to the Executive Director, Project Development & Controls and working closely with Project Management and other UPDC departments, the Manager, Capital Project Procurement (MCPP) is the primary point of contact for UPDC’s substantial portfolio of capital construction procurement. On a yearly basis, the total value of construction ranges from approximately $250 to $500 million spread across 30-40 capital projects. Individual procurements can be well in excess of 100 per year as any given project can yield several procurements. Project types will generally be institutional (academic/research), student residential and mixed use, but may also include utility infrastructure, landscape and other project types.

In this important role, the MCPP is expected to think critically, organize, plan, problem solve and execute their duties with an independence that will increase over time. The MCPP will provide support to the Executive Director by undertaking special assigned tasks that will support broader University-wide and UPDC activities or initiatives.

Required Qualifications:

Education:

  • Completion of a degree in business, commerce, supply chain management, engineering, architecture or a related discipline – or a combination of education, training and experience deemed equivalent.
  • Supply Chain Management Professional (SCMP) designation.

Experience:

  • Minimum 10 years’ experience in procurement and sourcing in progressively senior roles.
  • Comprehensive knowledge of procurement laws and best practices.
  • Demonstrated leadership in the successful execution of high-dollar value procurements.
  • Experience with institutional governance processes, vendor relationship management.
  • Thorough knowledge of public procurement and contracting principles and practical experience of procurement processes, methods, practices and contract administration.
  • Developing and overseeing the procurement process for both binding and non-binding procurements.
  • Previous experience with construction and/or engineering design/ technical services projects.
  • Facilitating and managing Commercial and/or Technical Confidential Meetings.

Skills:

  • Good negotiation skills and the ability to develop strategies, plan schedules and chair complex negotiations regarding commercial, legal and technical issues.
  • Working knowledge of pre-construction and construction contract documents and delivery models (OAA, CCDC, progressive and alliance contracts).
  • Knowledge of project management and risk management methodologies in order to support the delivery of a large and complex portfolio with immense organizational impact.
  • Leadership and management skills to manage and motivate staff to meet or exceed customer expectations.
  • Diplomacy, negotiation and persuasion skills to administer, review, and negotiate vendor contracts, and manage customer service and facilities management issues.
  • Vendor and contract management, negotiation and influencing skills to advise on procurement strategies and negotiate contractual obligations and amendments with vendors.
  • Effective written, oral, presentation and interpersonal skills to articulate and present advice, options and recommendations to senior administration and faculty.
