OverviewThe Program Manager, Marketing is responsible for providing expert advice, strategies, and leadership for marketing and communications for the Community Services Division, which includes the Recreation and Sport, Arts, Culture and Heritage, and Parks departments. From innovative and inclusive programs, services, events, and festivals to treasured heritage sites, to well-designed open spaces and state of the art facilities, the Division contributes to enhancing community connectedness, social vibrancy and building a healthier and active community.The Program Manager is a subject matter expert that will work in collaboration with the Corporate Communications and Marketing team. Key responsibilities include leading the development, implementation and evaluation of divisional, departmental, and facility marketing plans. This position will also lead the implementation of marketing initiatives such as brand development, website and social media content development, channel management, and media and stakeholder relations. This position is responsible for managing staff resources such as providing leadership, daily management, and direction to teams of employees.This position plays a leadership role within the Community Service Division as part of the management team, and serves as an important representative for developing and implementing highly effective marketing plans for the Division. Key responsibilities:

  • Provide leadership and direction for marketing across the Division, ensuring a strategic approach to the marketing function and that resources are allocated efficiently and effectively.
  • Develop, drive, and oversee implementation of the Community Services Marketing Plan. Ensure annual plans are developed and coordinated across the Division and for division-wide campaigns (e.g. summer camps, community better challenge, seasonal programs and services, and holiday offerings).
  • Develop marketing processes, tools, and guidelines and implement training for staff across the Division to successfully implement marketing activities for their area of responsibility.
  • Develop and maintain strategic partnership and effective working relationships with community groups, associations, businesses, and other external media partners and stakeholders.
  • Management of the Division’s external presence, engagement practices and placement in the market. Develop and advise on marketing strategies and communications to reach diverse groups.
  • Manage the Community Services brand, including development and implementation of brand guidelines to ensure consistency in application of the brand.
  • Develop and oversee evaluation of programs and services for the Division, including the establishment of key performance indicators, development of research and evaluation plan and process for evaluating market efforts and activities.
  • Develop marketing and communications briefs and channel specific strategies for division-wide campaigns, and lead staff to implement.
  • Oversee the Divisional marketing budget and ensuring successful execution of initiatives in a timely manner.
  • Understand the municipal landscape and the roles of parks, recreation, and culture in meeting community needs. Maintain and apply knowledge of current trends and issues as they relate to Divisional programs and services.
  • Collaborate with management on crisis communications and issues management.

Knowledge, Skills & Abilities:

  • Excellent people management skills with a proven ability to successfully lead a team.
  • Excellent understanding and knowledge of the principles of marketing and communications with proven success in producing effective strategies and initiatives.
  • Strong knowledge in marketing strategy, brand management, social media marketing, email marketing, digital marketing, communications, media relations, analytics, CRM Tools, marketing research, web development, and change management.
  • Demonstrated written and verbal communications skills including writing plans and reports, public speaking, and conflict resolution.
  • Strong project and budget management skills.
  • Excellent decision-making, problem solving, and analytical skills.
  • Excellent interpersonal skills with a passion for collaborating with stakeholders.
  • Ability to balance multiple priorities and set priorities for concurrent projects.
  • Ability to work in a flexible environment and manage multiple deadlines.

Qualifications and Experience:

  • Bachelors Degree in Marketing, Communications, Journalism, Business Administration with a focus on Marketing or related areas, or equivalent combination of training and experience.
  • Minimum 5 years of related experience in marketing and communications, and management experience.
  • Experience managing in a unionized municipal environment is preferred.
  • Valid Class 5 Driver's Licence for the Province of British Columbia.
