The Sauder Real Estate Division (RED) administers the Real Estate Licensing and Registration programs for provincial regulatory bodies in Alberta, British Columbia and Saskatchewan, and enrolls up to 30,000 students annually in regulated educational offerings
The Licensing Education Language Requirement Advisor is responsible for assessing student eligibility and English Language Proficiency Requirement (“ELPR”) status for RED’s Licensing courses. This role liaises and collaborates effectively across various teams within the Real Estate Division as well as with regulatory bodies across three provinces to ensure consistency in processes while maintaining service excellence
Organizational Status Reports to the Associate Examinations Leader. Works closely with Exams Coordinators, Course Representative Coordinator, and Associate Program Leader to ensure maintaining consistency in processes and communication in order to deliver an unprecedented experience to the current and prospective students
Work Performed
Consequence of Error/Judgement
This role carries a high level of accountability and responsibility, and makes decisions on students’ requirements and eligibility for RED’s Licensing courses. This role requires a high degree of diplomacy, tact, judgement, confidentiality and ability to work proactively, independently and collaboratively. Errors in judgment and communication may lead to students not being able to satisfy regulatory requirements and/or inefficient operations and loss of opportunities for the unit. This in turn would jeopardize the reputation and the financial wellbeing of the UBC Sauder and UBC. Interactions with applicants, students, industry members and regulatory personnel are largely unsupervised and therefore tact and professionalism are required at all times
Supervision Received
Works independently under minimal supervision. Receives specific instructions only on unusual problems or on matters that depart radically from established policy and procedures. The incumbent is expected to be able to take initiative, exercise judgement, problem solve, apply discretion to determine course of action and follow through independently. The variety of tasks requires excellent organizational skills and ongoing prioritization.
Supervision Given
Formally trains new staff on ELPR procedures and may oversee work of temporary employees.
Minimum Qualifications
High School graduation, plus two year post secondary diploma, plus four years of related experience, or an equivalent combination of education and experience.
Organizational Status Reports to the Associate Examinations Leader. Works closely with Exams Coordinators, Course Representative Coordinator, and Associate Program Leader to ensure maintaining consistency in processes and communication in order to deliver an unprecedented experience to the current and prospective students
Work Performed
- Evaluates and processes language proficiency documents, including transcripts, credential reports and language proficiency test results for prospective and current students, to ensure compliance with ELPR
- Determines whether students have met their course-specific English language requirement, by qualifying for an exemption or by obtaining required scores in the applicable test, as determined by the regulatory body
- Receives, logs and maintains both paper and electronic documents, ensuring confidentiality and compliance with UBC retention policy
- Maintains current knowledge of requirements established by provincial regulatory bodies, with focus on language requirements. Stays current with developments in language education and proficiency assessment. Manages a high-volume email inbox ensuring timely responses to general and complex ELPR inquiries, from current and prospective students
- Works collaboratively with the Reception & CEC Coordinator to ensure provision of accurate information, guidance, and direction related to ELPR by all members of Reception & CEC team
- Communicates proactively with students to ensure they adhere to program schedule by informing them of ELPR requirement and processing timelines
- Responds to ELPR complaints that escalate beyond Reception staff and supports the Appeals Committee by providing context and appeal history for consistency in appeal decisions, creates custom responses to appeals in conjunction with the Appeals Committee and management team as required
- Provides information to students on language courses and learning resources and explains to them how programs and courses can support them in meeting the ELPR and their other educational objectives
- Determines acceptability of degrees granted by institutions outside of BC and/or Canada, assessing University’s accreditation status, language(s) of instruction, etc
- Advises current and former real estate licensees and other professionals (e.g., lawyers) pursuing further education regarding ELPR, based on prior educational history, regulator’s requalification guidelines, etc
- Handles complex ELPR inquiries from RED colleagues, invigilators and representatives of BC Financial Services Authority, Saskatchewan Real Estate Commission, Real Estate Council of Alberta, and other provincial bodies, requiring a specialized knowledge of a broad spectrum of Real Estate Division and University policies, and sections of the various provincial regulatory Acts and Rules
- Supports policy/regulation development, implementation and communication of changes to students
- Collaborates on student support services and identifies areas for improvement, promotes inclusive and accessible pathways, and communicates insights and recommendations to management
- Monitors the program’s website, social medium platforms and other external communications for student support services including course updates, and curriculum and program changes and application and registration deadlines, reviews content for accuracy and potential communication issues and provides suggestions for content and procedural improvements
- Coordinates with various stakeholders, including regulatory authorities and Real Estate Division’s internal teams, to clarify issues surrounding ELPR for supplemental/challenge students
- Liaises with various provincial regulatory bodies to facilitate ELPR exemptions for eligible students, ensuring they qualify based on predefined criteria
- Brings any unusual circumstances to the attention of the Associate Examinations Leader or Examinations Leader
- Maintains a high degree of confidentiality in all work, exercising tact and discretion when dealing with sensitive situations
- Attends professional workshops and seminars to enhance skills and knowledge
- Participates in administration and invigilation of examinations held in the Lower Mainland
- Supports the CEC team as and when required, including responding to emails and phone calls, scheduling examination candidates on available dates, and monitoring exams in progress to ensure security and compliance with policies
- Develops and distributes informational materials about ELPR and associated topics for internal use at RED
- Performs other duties within the incumbent’s qualifications and job classification as required

- A broad knowledge of university policies and various real estate licensing bodies and professional organizations’ entrance and accreditation requirements is an asset
- Knowledge of UBC administrative systems is preferred
- Computer experience required in general business software (e.g., Word, Excel, PowerPoint, Outlook). Experience in databases specifically Fox Pro is preferred
- Effective oral and written communication, interpersonal and organizational skills
- Must have excellent problem-solving skills and the ability to navigate in the changing landscape of real estate education
- Demonstrated ability to prioritize work, distribute tasks, multi-task, work under pressure and meet deadlines while maintaining accuracy, attention to detail, tact and discretion
- Ability to comprehend and apply policies and procedures and update processes as needed in a variety of circumstances
- Experience dealing with the public in situations where tact and diplomacy are required is necessary, as is experience in dealing with confidential correspondence and/or documents
- Desire to work under conditions of absolute accuracy and the ability to deal with the continual pressures of examinations
- High level of customer service skills with the desire to assist others
