Restitution Compliance and Enforcement Specialist

The Victims Services’ Head Office Branch Regina requires a permanent full-time Restitution Compliance and Enforcement Specialist with proven interpersonal skills, and case management/collection experience.
To qualify for this position, the successful candidate will have knowledge of:
- Enforcement/investigative theories, principles/conflict resolution techniques;
- General court procedures, legal processes, and legal documents; and
- Basic computer systems and programs MS Outlook, Word, Excel, Adobe Acrobat.
Coming from a strong case management background you will have demonstrated the ability to:
- Employ effective case management skills to organize and prioritize a large caseload of offenders court-ordered to pay restitution; taking into consideration program mandate and resource availability.
- Use databases and computer software programs to set up, maintain, monitor payments, archive client files, create, format, and edit a variety of correspondence and legal documents in a clear, concise, and accurate manner.
- Communicate in a clear and empathetic manner to accurately explain relevant program policies, procedures, legislation, court processes, status of cases, realistic expectations for collection; and resolve conflicts or complaints from clients and stakeholders who may be angry, upset, or confused.
- Utilize a problem-solving and analytical approach to conduct thorough investigations, analyze, and review records, assess offender’s ability to pay, and apply appropriate criminal or civil enforcement action for non-compliance.
- Interact collaboratively with other individuals and agencies to obtain, exchange, or confirm information and establish effective partnerships that promote successful payment of restitution.
- Employ a persuasive and cognitive-behavioral model/technique when communicating with the offender about the ability to pay, budgeting, lifestyle changes to make and keep a payment schedule, and consequences of non-compliance.
- Incorporate a continuous improvement model keeping up to date on policies, procedures, or legislation that impact collection efforts and adjusting own procedures or making recommendations for improved enforcement and collection of restitution.
Our ideal candidate will be reliable, client-focused, resourceful, and thorough in organizing work, working both independently and in a team atmosphere; as well as be discreet when handling confidential information.
Typically, the knowledge, skills, and attributes required for this position would be obtained and developed through the completion of a recognized degree in Human Justice, Social Work, or related fields of study, or an equivalent combination of transferable skills, training, and two years’ experience in collections, investigation, or enforcement.
The successful candidate will be subject to a Vulnerable Sector and Criminal Record Check as a condition of employment.

The salary for this position will be updated to $30.329 - $38.009 once Class Plan Renewal process is completed and HR system has been updated.
