Overview: Our Water Services Department is seeking a Program Manager, Quality Control who will administer the Quality Control Program for drinking water in Water Services by providing oversight, ensuring its effective implementation, and modifying as required to meet strategic corporate and department goals.
Role Understanding: You are specialized in laboratory science, water quality control and related areas such as water treatment and water systems operation to meet Water Services objectives for the Quality Control Program. In undertaking this work, strong linkages developed through effective written and oral communications with other Metro Vancouver departments, senior member jurisdiction water quality and engineering staff, and provincial health officials are essential.
Reporting Structure: The Program Manager, Quality Control reports to the Director, Interagency Projects & Quality Control.
Responsibilities:
- Manages the Quality Control Program for drinking water, responsible for ongoing development, implementation, and management, including meeting service objectives, overseeing regulatory monitoring and reporting, and administration of the Quality Control Emergency Response Plan.
- Accountable for budget preparation, monitoring, and control; works closely with the Director to establish work plans and long-range strategic and financial plans.
- Evaluates water quality monitoring information, makes decisions regarding responses, and collaborates with senior Metro Vancouver managers and Medical Health Officers on water quality safety issues.
- Monitors regulatory and policy changes impacting the drinking water quality control program and ensures compliance and effective communication of changes.
- Leads reporting activities on drinking water quality and treatment effectiveness and strategizes with staff on report preparation.
- Audits program activities for compliance with standards, regulations, and corporate policies; ensures maintenance of accreditation.
- Hires, supervises, and develops staff, leading, coaching, and mentoring to enhance skills and teamwork.
- Works collaboratively to resolve complex issues and improve collaboration and cooperation among laboratories and departments.
- Acts as the primary expert and representative on drinking water and quality control matters, maintaining Metro Vancouver’s reputation.
- Performs other related duties as required.
Qualifications:
- 7 years of experience with a degree in a relevant laboratory science and management training; or equivalent combination of training and experience.
- Professional designation in the field of expertise is an asset.
- Technical expertise in drinking water microbiology and chemistry, and knowledge of quality assurance and treatment processes.
- Sound financial management skills and ability to monitor budgets effectively.
- Excellent communication skills and ability to present complex technical information to diverse audiences.
- Proven ability to build and maintain effective relationships and resolve complex problems.
- Ability to manage diverse work portfolios and establish challenging goals.
- Proficient in Microsoft Office programs and possess a valid BC Class 5 Driver’s License.
