The Corporate Services Branch is seeking an individual with strong leadership, accountability and problem-solving skills to fill a key position as the Manager, Information Technology. In this rewarding and challenging role, you will lead a team of information technology professionals who support all Ministry applications; undertake projects aimed at modernization and efficiency of systems; and support IT Strategic Planning and Governance.
Reporting to the Director, Information Management, the Manager will be responsible for providing leadership and oversight for areas including:
- Building and developing a team of IT professionals who are empowered to support the IT work necessary for the Ministry to fulfill its business functions and mandate;
- Translating Ministry, Branch and Unit priorities into tasks and deliverables that optimize IT resources and manage risks;
- Directing the flow of IT work, specifically managing hardware, software, licensing, approvals, the central IT budget, application support and projects;
- Managing relationships with internal and external partners and resolving conflict when required.
The successful candidate will have knowledge of:
- Strategic planning, operational planning and risk management.
- Financial principles including budget, budget submissions and forecasting.
- Customer Relationship Management (CRM) systems, including Oracle and/or Microsoft Dynamics 365.
- Network architecture, cloud computing, server management, and data storage solutions.
- Application programming interfaces (APIs) for connecting different software systems.
- Data analysis, reporting tools, and business intelligence platforms (e.g., Power BI) to leverage data for informed decision-making.
- Database management systems, data integration processes (i.e., ETL), data warehouses and data lakes.
- DevOps practices, including continuous integration/continuous deployment, version control systems and automation tools.
- Business needs analysis methodologies and techniques.
- Process improvement concepts and tools.
- Change management and project management principles.
The successful candidate will have the ability to:
- Effectively manage, motivate and guide team members; mentor and coach team members to foster their growth and performance.
- Adapt to and manage changing priorities in a fast-paced environment.
- Develop and maintain cohesive and respectful working relationships with stakeholders.
- Communicate technical problems and solutions to non-technical users and managers.
- Act as the primary communication conduit between technical teams and the business.
- Manage budgets, allocate resources and ensure cost-effective project execution.
- Facilitate strategic planning and prioritization sessions with program areas to build and strengthen IT governance and IT strategic planning.
- Lead and/or support the development of IT business proposals and business cases for strategic IT projects and lead/support the procurement of vendors and specialized resources for operational and strategic IT projects.
- Oversee release planning for ministry applications.
- Create and maintain documents, reports and deliverables using a variety of computer applications and tools (e.g., Excel, Power BI, Power Platform, COGNOS).
- Use effective problem-solving skills to troubleshoot and diagnose issues and to recommend solutions.
Typically, the knowledge and skills for this position are acquired through a bachelor’s degree in Computer Science, Business Administration or a related discipline along with several years’ experience working within the Information Technology/Information Management sector. CBAP, IIBA, PMP and/or other professional designations are considered an asset. An equivalent combination of education and experience will be considered.
