The Alberta Securities Commission (ASC) is the industry-funded regulator responsible for administering the province's securities laws. It is entrusted with fostering a fair and efficient capital market in Alberta and with protecting investors. As a member of the Canadian Securities Administrators (CSA), the ASC works to improve, coordinate and harmonize the regulation of Canada's capital markets.
The Information Technology (IT) team is responsible for making sure that the organization has the appropriate resources necessary to ensure the consistent, reliable and secure delivery of services and understanding the ASC’s unique challenges to anticipate technology requirements.
The opportunity
Reporting to the IT Business Relationship Manager, the IT Business Analyst will play an important role in defining and documenting business needs and processes as they relate to the deployment and support of new and existing applications and procedures. This will involve partnering with client groups and providing subject matter expertise in application deployment, enhancements, support and troubleshooting problems. This role will also proactively identify emerging opportunities and issues, and make recommendations to deliver effective, efficient and innovative functional solutions tailored to the unique needs of the ASC.

Key Responsibilities Include
Business Analysis:
- C onduct business analysis that involves a moderate degree of complexity. Consult with business subject matter experts to identify, define and document business needs and objectives, operational procedures, issues, input and output requirements, and levels of systems access.
- Engage with stakeholders to elicit requirements, analyze processes and produce detailed functional specifications. Disseminate complicated information clearly and distinguish user requests from their actual needs.
- Utilize activity diagrams, cases scenarios, flowcharts, requirements workshops, surveys, site visits, business process descriptions, interviews and workflow analysis to create and manage requirements.
- Evaluate potential software solutions – internal and off-the-shelf – to ensure business requirements are addressed.
- Participate in testing efforts including the creation of test plans/test cases and user acceptance testing (UAT).
- Conduct and document project meetings, workshops, and presentations to diverse audiences.
- Understand the processes, plans, objectives, drivers, policies, regulations, culture and issues related to IT’s business partners at the ASC.
- Challenge the presumptions of business units on how to successfully execute their plans. Employ influencing skills needed to gain consensus and understanding among business units.
- Engage stakeholders and communicate updates to ensure buy in.
- Represent the ASC in National Committees and working groups (CSA SEDAR+ Administrative practices working group for example).
- Participate in the communication of the technical vision and analysed trade-offs between usability and performance needs by teaming up with developers and subject matter experts.
- Participate in the development and documentation of a comprehensive change management strategy in partnership with business units.
- Participate the development of testing plans, functionality testing, acceptance testing and testing documentation. Follow up with analysis of issues and identify solutions and recommendations.
- Ensure requirements management and facilitation best practices are adhered to including the management of artefacts through traceability, version control, and change control.
- Effectively manage customers’ expectations.
- A degree in IT, business or equivalent.
- Minimum of five years of experience directly related to the noted responsibilities.
- Minimum of three years of experience engaging with business stakeholders to translate their business needs into technical solutions.
- Proven ability to deploy advanced business analysis techniques to rapidly identify and communicate pain points to stakeholders.
- Exceptional client focus including excellent interpersonal and client relationship management skills with the ability to build strong relationships with client groups to facilitate, consult and negotiate with internal stakeholders and peers.
- Clear and efficient communication skills in both technical and non-technical environments; the ability to deliver informative and well-organized presentations.
- Business Relationship Management Professional (BRMP), Certified Business Analysis Professional (CBAP) and/or Project Management Professional (PMP) credentials would be an asset.
