THE POSITION

The Lead, Environmental and Regulatory Program Management will play a critical role in advancing Pacific Canbriam Energy’s (PCE) commitment to environmental stewardship, regulatory compliance, and continuous improvement. This role is instrumental in driving the systematic planning, implementation, and management of environmental and regulatory programs to align with and enable PCE’s Operation’s Strategic Priorities and Purpose – “One Team, Better Than Yesterday.”

Reporting to senior leadership and collaborating cross-functionally with key teams, as a member of the HSER and Operational Excellence Leadership Team, this position ensures compliance with regulatory obligations, mitigates environmental risks, and fosters strong relationships with external stakeholders, including regulators and third-party organizations. The role focuses on program management excellence, delivering accurate and timely reporting, maintaining operational compliance, and providing assurance to support continuous improvement in environmental and regulatory performance evolving a culture of regulatory compliance, continuous improvement, and value-creation.

In addition to managing environmental and regulatory programs, the Lead will facilitate the strategic direction of the Asset Retirement Obligations (ARO) Program, including PCE’s Dormant Site Program (DSP). This includes ensuring compliance while working cross-functionally to identify and leverage strategies that create value and align with organizational priorities.

Core Responsibilities

Environmental and Regulatory Program Management:

  • Lead the planning, implementation, and management of PCE’s environmental and regulatory programs, ensuring alignment with PCE’s strategic priorities.
  • Drive systematic, short-, medium-, and long-term program development to enable operational and organizational priorities.

Compliance Management:

  • Ensure compliance with all regulatory obligations, approval conditions, and environmental commitments to minimize risks and maintain PCE’s reputation.
  • Monitor emerging regulatory change, analyze and effectively communicate business impacts, and develop and implement strategies to manage regulatory change to ensure continued compliance.

Asset Retirement Obligations (ARO) Program Leadership:

  • Facilitate the strategic direction and management of PCE’s Asset Retirement Obligations (ARO) Program, including the Dormant Site Program (DSP).
  • Ensure compliance with regulatory requirements while integrating cross-functional efforts to identify and execute value-creation opportunities in the ARO and DSP portfolios.

Risk Mitigation and Environmental Stewardship:

  • Develop and implement proactive strategies to mitigate environmental impacts, through tactics such as cumulative environmental impact studies.
  • Promote a culture of environmental stewardship across all operational levels to support PCE’s commitment to sustainability.

Cross-Functional Collaboration:

  • Coordinate cross-functional collaboration with key teams such as Operations, HSER Field Operations, Business Development, Finance, Land, Indigenous and Community Relations, Government Relations and Sustainability to ensure the efficient and effective delivery of environmental and regulatory programs.
  • Act as a central point of contact to align efforts and ensure seamless integration of program priorities across functions.

Stakeholder Engagement and Relationship Management:

  • Build and maintain trusting relationships with external and internal stakeholders, including regulators, third-party organizations, local communities, and cross-functional internal stakeholders.
  • Support Indigenous and Community Relations, as well as, Land and other internal teams, to represent PCE in external engagements to ensure alignment with stakeholder expectations and maintain the organization’s strong reputation.

Reporting and Insights:

  • Oversee the preparation and delivery of accurate, timely, and reliable internal and external reports on environmental and regulatory performance.
  • Provide actionable insights and recommendations based on reporting data to inform decision-making and program improvements.

Assurance and Continuous Improvement:

  • Conduct independent reviews of PCE’s environmental and regulatory programs to identify opportunities for improvement and align with industry best practices.
  • Develop and implement continuous improvement initiatives to enhance compliance, mitigate risks, and drive value creation across all programs.

Strategic Alignment and Integration:

  • Lead the development of formalized environmental and regulatory programs in alignment with PCE’s Operations Management System and strategic goals.
  • Collaborate with leadership to embed environmental and regulatory considerations into PCE’s broader operational and business strategies.

Core Qualifications

  • Experience: Minimum 15 years of progressive experience in environmental and regulatory program management within the upstream oil and gas sector. Proven ability to manage complex compliance requirements and deliver strategic environmental initiatives.
  • Educational Background: Bachelor’s degree in environmental science, engineering, or a related field. Advanced degrees or certifications in environmental management, regulatory compliance, or sustainability are considered assets.
  • Program Management Expertise: Demonstrated success in systematically planning and managing environmental and regulatory programs. Strong knowledge of program management frameworks and best practices.
  • Regulatory Knowledge: Comprehensive understanding of environmental legislation, regulatory frameworks, and approval conditions relevant to the upstream energy sector in British Columbia, including those governed by the British Columbia Energy Regulator.
  • Stakeholder Engagement: Proven ability to build and maintain strong relationships with regulators, third-party organizations, and internal stakeholders.
  • Data and Reporting Proficiency: Expertise in environmental data management, analysis, and reporting. Ability to present complex information in a clear and actionable manner.
  • Continuous Improvement Focus: Strong background in identifying opportunities for improvement and implementing changes that drive measurable results.
  • Proactive and Detail-Oriented: Anticipates challenges, manages risks, and ensures meticulous attention to detail in program delivery and compliance activities.
  • Collaborative Leader: Fosters cross-functional collaboration and alignment to achieve organizational priorities.
  • Effective Communicator: Clearly articulates technical and regulatory information to internal and external stakeholders, ensuring shared understanding and alignment.
  • Resilient and Adaptable: Thrives in dynamic environments, managing multiple priorities while maintaining focus and delivering results.
