Description Of Position
The incumbent is responsible for the leadership and administration of Sources Community Services. Services currently include those to children and youth with support needs, child development and intervention services, youth services, family services, antiviolence programs, and mental health including clinical services. These programs operate broadly from Prince George northward, on Vancouver Island in the Parksville Nanaimo area, and in the Lower Mainland. The Executive Director of Community Services performs a leadership role in the pursuit and achievement of the Society and Foundations strategic direction. The Executive Director of Community Services is responsible for leading and supporting the Program Managers in the delivery of high-quality service using effective business practices and meeting operational standards that align with funder, regulatory and accreditation standards. Effective communication and collaboration with funders and community stakeholders and government ministries is required. This position requires regular travel to all locations.

General Responsibilities
- Directs all aspects of programs in accordance with the mission and strategic plan of Sources.
- Ensures that the activities and physical operations of the programs are proceeding in an orderly fashion and works closely with the Program Managers to ensure that directives are being carried out in an effective manner.
- Plans, organizes, and directs the programs to ensure quality client services, effective fiscal management, and compliance with funder requirements, legislative changes, and accreditation standards.
- Creates strategies for growth, develops supporting material and works with other Society staff to pursue funding and grant opportunities.
- Maintains a knowledge and awareness of developments and trends as they pertain to child, family and services both within the Society programs and in the community.
- Recruits, hires, trains, and ensures effective performance of program managers.
- Is responsible for effective communication, ethical interaction and strategic focus and leadership within the team(s).
- Evaluates, on an ongoing basis, the operation of the programs and recommends, initiates, and implements changes according to established policy.
- Ensures that all operations of the programs are in compliance with privacy legislation.
- Communicates and promotes the program services, funding needs, values to the community and represents the programs/Society at community and fund-raising events or other official functions.
- Support and encourage the development of staff and volunteer skills and competencies.
- Completes performance reviews on each manager in accordance with established evaluation policies and procedures.
- Designs written staff development plans which address on-the-job training and education for managerial employees
- Evaluates the overall quality of the operation and functioning of the programs working closely with the supervisory staff in implementing and initiating necessary changes.
- Ensures regular meetings occur with Program Managers, and as required, meetings with other staff to ensure the smooth operation of programs.
- Provides support and consultation to Program Managers regarding orientations, staff development, training, accreditation, performance evaluation, and discipline/ termination under the guidance of Human Resources.
- Is available for consultation, appropriately, by phone for emergencies and any unusual situations.
- Ensures that respective managerial staff follows established Society and contractual policies and procedures.
- Responsible for recruitment, selection and hiring for vacant or new positions in consultation with the Program Manager.
- Participates in the negotiation of contracts with MCFD and other funders and ensures all service and reporting requirements are met.
- Manages the overall program budgets for MCFD and other funders.
- Functions as a signing authority for the Society.
- Participates in Board of Director meetings as requested.
- Takes a leadership role in strategic directions.
- Supports and engages in the fund development of the Society.
- Innovation and continuous quality improvement.
- Participate in quality improvement and evaluation processes implemented by the CEO/COO and/or Continuous Quality Improvement process.
- Takes the initiative to build collaborative links with other organizations and various government departments in the sector.
- Participates in Executive Team meetings, team days and other activities that promote better working conditions for staff.
- Determines the overall professional development needs of the programs and makes recommendations.
- Responds to requests for information about Society programs.
- Speaks and writes on behalf of the Society, advocating policies and programs that align with the Society’s mission statement.
- Represents Sources Community Resources Society on external committees and organizations at the local, regional, and provincial levels.
- Performs other related duties as assigned.
- Education: Masters’ degree in a related discipline preferred.
- Technical Skills: Superior skills in use of electronic communications. Fluent in spoken and written English.
- Experience: Minimum of five years managerial, supervisory and/or financial control experience within the community social service sector. A demonstrated and in-depth working knowledge of child, family and counseling programs and services, funding sources and community relations. A demonstrated knowledge of therapeutic modalities and their applications. Related practical experience in quality improvement, project management, and outcome measurement.
