Under the supervision of the Field Operations/Court Coordinator, the Animal Services Officer is responsible for enforcing the City of Winnipeg Responsible Pet Ownership By-law which includes license enforcement, addressing neighborhood animal related complaints, capturing stray animals, managing excess animal permits, and promoting responsible pet ownership through education and enforcement.
As the Animal Services Officer, you will:
- Enforce pet licensing requirements and issue tickets as required.
- Respond promptly and courteously to Responsible Pet Ownership complaints including investigation and follow-up.
- Attend to dangerous dog and bite complaints, interviewing witnesses, writing tickets, and completing internal reports as required.
- Patrol assigned areas such as neighborhoods and parks, capturing and transporting animals running at large and completing reports.
- Ensure the humane treatment of animals.
- Transport animals as required.
- Return animals to owners following established procedures.
- Attend promotional events, providing information about responsible pet ownership and encouraging compliance with municipal by-laws.
- Prepare, generate, and maintain records and reports as required.
- Serve court ordered warrants as required.
- Attend court representing the City of Winnipeg and provide evidence.
- Assist in the adoption process as required.
- Assist customers in an office environment.
- Respond to exotic animal complaints, including livestock and reptiles.
- Perform other duties consistent with this classification, including maintaining equipment, receiving and dispatching calls, kennel duties, releasing animals, and assisting in tranquilizing and euthanizing animals when required.
- Be responsible for assigned vehicle and equipment.
Your education and qualifications include:
- Grade 12 or equivalent education and experience.
- Ability to qualify and receive appointment as a special constable.
- Experience or training in the care of dogs and cats (minimum 1 year preferred).
- Experience in an animal welfare environment (animal shelter, dog rescue, veterinary clinic) (minimum 1 year preferred).
- Valid Class 5 Manitoba Driver’s License.
- Knowledge of common breeds of dogs and cats.
- Experience with handling animals safely and responsibly under various conditions.
- Knowledge of City geography and neighborhoods.
- Ability to establish effective working relationships with the public and other employees.
- Effective oral and written communication skills.
- Ability to operate a two-way radio.
- Willingness to attend job-related training.
- Basic computer and typing skills, ability to learn and operate Agency systems within 3 months.
- Enforcement experience is an asset.
Conditions of employment:
- Must maintain legal eligibility to work in Canada.
- A Police Information Check (Vulnerable Sector) satisfactory to the employer will be required.
- Animal Service Officer Physical Fitness Assessment certificate will be required.
- Must possess and maintain a valid Manitoba Class 5 driver’s license.
- Must have the ability to qualify as a Special Constable.
