NSB Omega is searching for a Diving Safety Specialist for our major Oil & Gas Client in St. John's, NL.
Assignment Description
Responsibilities:
Pursuant to SOR-88-600 Part IV, the overall role of the Diving Safety Specialist is to advise the Operator on all safety aspects of the diving program and consider, as a primary consideration, the safety of any divers involved in the diving program or diving operation, as the case may be. The Dive Safety Specialist shall also advise the Master of the vessel of any dive safety concerns as the Master of the vessel has ultimate accountability for all personnel onboard.
Specific duties shall include:
- Consult on all safety aspects of the diving program.
- Consult on the application for authorization regarding diver safety.
- Consult on operator decision to interrupt or discontinue a dive program.
- Be available 24 hours a day during the execution period to advise any person involved in the diving program, including any person making decisions affecting the safety of divers involved in the diving program, on all safety aspects of the diving program.
- Work closely with the dive contractor or sub-contractor to facilitate the flow of information between client and contractor.
- Review site SIMOPS plans that could conflict with diving operations.
- Verify that the operation is carried out in accordance with the approved diving operation plan.
As per SOR-2021-247 Part V, the Diving Safety Specialist will:
- Consult on the diving emergency response plan.
- Consult on the diving project plan.
- Review project procedures and advise on aspects relating to diver safety.
On occasion, the diving safety specialist may be requested by the project client representative in the following activities:
- Assist in preparation of field permits.
- Assist in event reporting to the CNLOPB.
- Assist with investigations of accident, incidents or near misses.
- Assist in audit of diving related plant and equipment.
- Assist in reviews and audits of crewing matrices and competencies.
- Assist in documenting lessons learned.
Deliverables:
Ensure that all diving activities are conducted per the diving safety plan. Complete daily reports on dive activities and report to Project Management. Ensure the provision of diving technical support to the project, engineering, and worksite personnel to plan and execute diving activities to the required standards.
Qualifications:
Certifications – Professional; Regulatory; Safety; Specific Training:
- DSS Certificate issued by the Diver Certification Board of Canada (DCBC) (Required)
- Conform to the competencies set out for offshore dive safety specialists in CSA Group standard Z275.4, Competency standard for diving, hyperbaric chamber, and remotely operated vehicle operations (Required)
- Basic Survival Training including HUET / HUEBA (Asset)
Experience – Role-specific:
- Experience in the diving techniques for which specialist support will be required.
Experience – Industry-specific:
- 10 years’ experience as a saturation diver / diving supervisor (required)
- Minimum of 2 years’ in an Operator DSS role (required)
Competencies:
Technical Skills/Abilities (Technical Competencies):
- Skills in Microsoft suite of products (Excel, Word, Power Point, Visio) (Asset)
- Meeting all competency criteria for the appropriate category of Offshore DSS detailed in the current CSA standard Z275.4 (Required)
- Specific competencies outside of dive specific competencies include, but not limited to:
- Formal Awareness Training in Safety Management
- Formal training in HIRA Processes
- Formal awareness training in quality management, including internal/external auditing
- Formal DP Awareness course
- Formal training in lifting and rigging techniques
- Permit to work/LOTO training
