What you can expect from this position:
Reporting to the Manager, Operational Continuity and Emergency Management Programs, this position is responsible for the application of the Airports Emergency Management Program, including mitigation, preparedness, response, and recovery. This position ensures compliance with regulatory requirements while promoting operational readiness through the development and delivery of training, exercises, fire drills, and fire safety plans, as well as coordinating logistics for emergency preparedness activities. The role also supports continuous improvement initiatives and serves as a key liaison with internal and external stakeholders to enhance emergency preparedness and response capabilities.
As an Officer, Emergency Management Programs, you will:
- Develop, administer, and deliver Operational Continuity & Emergency Management Programs training
- Lead emergency response projects and maintain training records for GTAA personnel
- Lead the Exercise Planning Committee through all stages of exercise development
- Support continuous improvement of the Operational Continuity and Emergency Management Program
- Plan, coordinate, and evaluate training exercises to test emergency procedures
- Identify training needs and develop training for internal and external partners
- Act as a subject matter expert in developing and implementing workshops and exercises
- Focus on Incident Management Systems (IMS), Airport Emergency Plan (AEP), Emergency Operations Centre (EOC), Air Carrier Emergency Awareness, and Tenant Evacuation training
- Liaise with external partners to develop and conduct training programs
- Represent the program at internal and external meetings to ensure training requirements are met
- Ensure compliance with certification requirements by providing operational, administrative, and logistic support for emergency exercises
- Support emergency preparedness facilities, resources, and equipment, including EOC, Airport Emergency Support Centre (AESC), Mobile Command Post (CP), and emergency kits
- Oversee logistics and coordination of training programs and the airport’s exercise program
- Manage budgeting and procurement of emergency management supplies and resources
- Approve Special Activity Permits
- Administer and coordinate GTAA Fire Safety Plans for GTAA-owned and occupied buildings
- Review architectural and engineering plans for emergency preparedness and response issues
- Maintain information on Life Safety Plans, Evacuation Drills, and Building Evacuation Coordination
- Coordinate emergency signage and review daily Executive Summary for protocol non-conformance
- Facilitate and coordinate the Emergency Management Program with internal and external agencies
- Maintain Toronto Pearson International Airport Certificate through Operational Continuity & Emergency Management Programs (Prevention, Preparedness, Response, Recovery)
- Promote preparedness through outreach programs and recommend best practices for emergency preparedness
- Oversee and coordinate the department to ensure preparedness, effective response, and recovery from emergencies
- Serve as Exercise Director or Controller, providing direction during exercises
- Represent GTAA’s programs on internal and external committees
- Develop and maintain the Operational Continuity & Emergency Management Programs framework and documentation
- Create and update training programs, course outlines, multimedia materials, manuals, and documentation
- Implement, develop, maintain, and support program documentation
- Prepare and coordinate the Annual Fire Drill Program and deliver evacuation training
- Assist in preparing life safety and emergency response plans for construction phases and final building usage
- Develop and align procedures, knowledge, and terminology between the airport and emergency response partners
This unionized position has an hourly wage of $44.63, based on a 37.5-hour work week. If you are the selected candidate, you must be available to commence the duties of the position once a selection decision has been made. As part of the competitive process, you will be required to complete a Microsoft Office 365 test and a written technical test.
This is the role for you, if you have:
- Minimum of a College Diploma or Bachelor’s degree in Emergency/Disaster Management, Aviation Studies, or a related discipline. An equivalent combination of education and experience may be considered
- Minimum 5 years of progressive work experience in an airport operations environment or relevant Emergency Management environment, logistics, planning and policy role with similar organizational scope, specialized in emergency response/emergency management and life safety or equivalent
- 2-5 years of experience in designing, developing, and conducting Emergency Management exercises with specific focus on logistics, budget management, planning and analysis
- Incident Management System (IMS) or Incident Command System (ICS) Instructor Certification is required
- Certified Emergency Manager (CEM) designation preferred
- Train-the-Trainer Certification, Business degree, Logistics certification, or equivalent trainer courses are an asset
- Ability to obtain and retain Transportation Security Clearance
Knowledge and skills you bring, that set-you up for success:
- Extensive knowledge and experience in emergency management, including developing and delivering emergency training and exercises. Familiarity with airport operations, security, emergency response, life safety procedures, and contingency planning
- In-depth understanding of emergency preparedness legislation, policies, and best practices, including airport-specific mitigation, preparedness, response, and recovery requirements
- Proficient in developing, reviewing, and maintaining Fire Safety Plans, ensuring compliance with fire and building codes. Experienced in coordinating evacuation drills and managing life safety procedures
- Skilled in managing emergency facilities and equipment, such as the Emergency Operations Centres (EOCs), Airport Emergency Support Centre (AESC) and Mobile Command Post (CP), ensuring readiness during emergencies
- Ability to liaise with internal and external stakeholders, including government agencies, to develop and implement training programs and ensure alignment with project requirements
- Strong oral and written communication skills, capable of delivering training, leading workshops, and presenting to diverse audiences. Experienced in group facilitation, team leadership, and public speaking
- Expertise in adult learning principles, instructional design, and training methodologies. Skilled in developing course materials, manuals, and multimedia content
- Ability to analyze complex data, develop actionable insights, and solve problems effectively in high-pressure environments. Capable of balancing multiple projects and meeting tight deadlines
- Experience in managing multi-year training and exercise programs, including scenario development, logistics coordination, budget management, and post-exercise evaluation
- Lead the design, logistics, and implementation of emergency exercises, serving as Exercise Controller and subject matter expert. Oversee all phases of exercises, including planning, staffing, documentation, and evaluation
- Proficient in business software applications, including Microsoft Office 365. Experienced in creating and managing databases, spreadsheets, and presentation tools. Skilled in developing comprehensive procedures, manuals, and training materials
