What you can expect from this position:
Reporting to the Manager, Quality and Performance Management, this role will ensure compliance to security regulations as defined in the CASR's and ASM's and conformance to safety and security plans and programs. This position is also responsible for carrying out evaluations of our external partner safety programs and their adherence to the GTAA safety standard.
As an Officer, Safety and Security Quality Assurance, you will:
- Maintain Toronto Pearson International Airport Corporate Safety and Security compliance
- Administer the Corporate Safety and Security Operational Quality Control and System Quality Assurance Program
- Ensure all areas of the aerodrome regulated by the CASR's and ASM's are audited and inspected to ensure compliance, including PSL, screening, security documentation, legislated plans and programs including the ASP and training programs etc.
- Audit various safety and security plans and programs to ensure compliance to CASR's, ASM's, CLC and conformance to the Corporate Safety and Security Quality Management Program
- Track the auditing all subordinate plans attached to the OHSMS, SOM and ASP, such as SIMP, PSLP and post orders etc. to ensure adherence to the plans
- Ensure departmental adherence to the CSS respective safety and security plans and programs and ensure accurate and consistent records are kept of all audit activities
- Ensure all safety and security audit findings are reported and corrective actions are logged and tracked using the Quality Management program process
- Assist departments in analyzing all deficiencies to identify trends and work with partners to find the root cause and formulate solutions/corrective actions
- Ensure re-check inspections are carried out once corrective actions are complete and coordinate subsequent unannounced Red Team testing as required
- Monitor official government publications related to safety and security including aviation safety, aviation security, public security (crime), corporate security and critical infrastructure security
- Administer the external Tenant Safety Evaluation Program to ensure all companies at Toronto Pearson have a safety program in place that conforms to the GTAA safety standard by:
- Carrying out evaluations to ensure external partner adherence to the GTAA safety standard using the Quality Management processes and procedures for performing audits, tracking corrective actions and follow up
- Develop the Safety evaluation program in accordance with current quality processes and modify on a regular basis to ensure that trends or operational nuances are included
- Audit external partner’s safety programs to ensure the conformance to the GTAA safety standard as outlined in the LTO and Business Partners Handbook
- Coordinate, implement and integrate the Quality Management Program
- Manage the administration of the Quality Management framework, defined threat identification and risk management process
- Identify and track trends, findings and corrective actions with relation to safety and security conformance and compliance
- Support Corporate Safety and Security departments, where applicable to ensure adherence to the Quality Management processes
- Support the Corporate Safety and Security departments in implementing Quality Control Plans within their areas
- Assist with the development and implementation of an airport wide security education, training and awareness program and assist in developing marketing and communication strategies with SR&C
This is a unionized position with an hourly wage range of $44.63, based on a 37.5 hour work week. The successful candidate must be available to commence the duties of the position once a selection decision has been made. A written test will be administered as a part of the competitive process.
This is the role for you, if you have:
- Minimum College Diploma or 5 years of comparable airport experience
- 3 years’ experience in security operations and/or within a safety focused role
- Minimum 2 years’ experience airport/airside operations
- Previous auditing experience
- Formal auditor training
- Toronto Pearson International Airport airside experience an asset
- Valid Ontario Driver’s license
- Ability to obtain and retain Transportation Security Clearance at the designated level for the position
Knowledge and skills you bring, that set you up for success:
- Knowledge of Aeronautics Act and CASRs, ASM, ICAO Annex 17 GTAA security standards and policies, and industry security best practice
- Knowledge of Canada Labour Code and GTAA Safety Program and Safety Standard
- Knowledge of investigative, inspection and audit techniques and practices
- Knowledge of aerodrome operating procedures and related safety & security requirement
- Knowledge of the aerodrome and all operating security systems such as access control, vehicle access and GTAA future plans for development and subsequent impact on security operations
- Skilled in studying complex drawings and determining whether there is aerodrome security or operational concerns that need to be addressed
- Able to research alternate methods inside and outside of aviation and adjust accordingly to meet the needs of the safety audit program
- Skill at reading and interpreting GTAA documentation including tenant licenses to operate and business partners handbook
- Ability to maintain concentration and attention to detail, especially in critical safety areas where care and judgement are important
- Ability to work independently to prioritize work accordingly, when required
- Ability to analyze audit evidence to develop findings and comprehensive audit reports
- Able to analyze and interpreting complex aviation security legislation, regulations, standards and recommendations and applying them in the field
- Strong leadership qualities to ensure professional representation at all times
- Knowledge of specialized inspections, audit software and Management Systems processes
- Advance knowledge of Microsoft software (Word, Excel and PowerPoint)
- Advance communication skills (verbal, written and presentation)
- Excellent problem solving, decision-making and multitasking skills
- Meticulous, resourceful, detail oriented and a self-starter
- Able influence and establish relationships with internal and external partners
