Enterprise Data Management Lead

The Enterprise Data Lead is a pivotal position within the Enterprise GIS, Data, & Information (EGDI) Branch leadership team. This role is responsible for strategic planning, system architecture, and team leadership, driving enhanced service delivery to client departments. The position supports the organization's transformation into a data-driven entity by ensuring secure, high-quality, and trusted data and solutions. These efforts enable informed decision-making, operational efficiency, and an improved quality of life for residents.
The role encompasses technical analysis, design, implementation, support, and operations of IT services, while managing effective service delivery through IT Incident, Problem, Change, Project, Service, and Capacity Management principles. This position directly leads a mix of internal ITS staff, contract personnel, and external service providers to develop innovative solutions. The focus is on providing leadership for the County’s Enterprise Data service, ensuring the accuracy, availability, and accessibility of data assets to reduce costs, optimize operations, and enable strategic decision-making.
Responsibilities:
- Develop and maintain an organization-wide enterprise data strategy aligned with organizational goals, including data governance frameworks, policies, and standards.
- Stay updated with advancements in software development, systems support, and user support practices to adopt best practices and improve service delivery.
- Implement and manage IT services, tools, and documentation to ensure system integrity, availability, and adherence to industry standards.
- Lead and mentor a team of IT professionals, fostering innovation, collaboration, and continuous improvement while providing technical guidance and performance management.
- Design and maintain an enterprise data quality and security program, promoting the use of business intelligence tools and data analytics for decision-making.
- Liaise with ITS resources, business clients, and IT vendors to address client needs, resolve issues, and ensure effective communication.
- Ensure compliance with data privacy regulations, ITS policies, and audit requirements by implementing robust security measures and proper incident and change management practices.
- Manage financial aspects of IT services, including budgeting, forecasting, and monitoring resource costs, licensing, and vendor relationships.
- Oversee the development and implementation of technical solutions, aligning operations with business analysis, design, and monitoring requirements.
Qualifications and Skills:
- Bachelor's degree in computing science or a related discipline with 7+ years of experience in an Enterprise Data Management-focused IT environment; OR
- Two-year Diploma in IT with 9+ years of experience in an Enterprise Data Management-focused IT environment.
- At least two years of experience in technical architecture, database management, data analysis, data modeling, integrations, business intelligence, and cloud development.
- Experience deploying data governance frameworks, including standards, guidelines, and processes.
- Knowledge of service and incident management tools (e.g., ServiceNow, Ivanti).
- Familiarity with ITIL-based technical change processes.
- Experience with vendor management, procurement services, and the tendering process.
- Strong written and verbal communication, presentation, and customer service skills.
- Business Analysis and Project Management training or experience.
- Ability to communicate effectively with stakeholders at all technical proficiency levels.
- Proven ability to build relationships, collaborate with clients, communicate progress and risks, and adapt to a dynamic environment.
- Strategic and systems-thinking mindset to assess impacts, manage risks, and uncover opportunities.
- Experience with MuleSoft, FME, Power BI, and SQL Server would be considered an asset.
- Working knowledge of Microsoft platforms and productivity suites (e.g., Office, SharePoint, Windows).
