Human Resource Services is seeking an experienced Employee Health Services Advisor to join their team! As a disability case management subject-matter-expert, you will provide service, expertise and advice on illness and injury case management – both occupational and non-occupational.
Initiative, accountability and active case management skills are key requirements for this position. In this role, you will regularly guide and advise employees during a medical leave, accommodations request or a return to work. You will also provide support and updates to the principal, manager, or supervisor with the employee on leave and to Human Resources areas such as Pay, Benefits, Leaves Management, Staffing and Employee Relations to ensure optimal operations. Reporting to the Manager of Employee Relations and Health Services, you will work in a team-oriented environment, demonstrating a strong commitment to cooperation and collaboration. You will regularly and actively gather important medical information, such as prognosis, restrictions, and limitations, and then collaborate with all interested parties to explore possibilities for meaningful, reasonable work and timely returns to work.
In collaboration with Human Resource Services colleagues, you will manage complex situations related to employee health, employment legislation, collective agreement interpretation and application, occupational health and safety, respect in the workplace, and policy development. Enhanced experience for supporting WCB case management and/or other occupational injury and illness case management may be considered an asset.
This position is eligible for a hybrid work schedule and is based out of Lumen Christi Catholic Education Centre (Capilano) and travel to Division sites within Edmonton is required.
Job Responsibilities:
Communications and Consultation
- Initiates and maintains contact with injured/ill employees, health professionals, WCB, insurance carriers, unions and other working groups
- Responds to enquiries about medical leaves, duty to accommodate, due diligence and legal obligations
- Ensures all interested parties understand disability management and associated interventions
- Develops methods to ensure accountability of leave notification/management and return to work processes
- Consults with the Staffing and Employee Relations teams to help address performance issues, impact on medical leaves and potential return to work.
- Provides direction to Pay and Benefits staff on payments for employees on medical leave
Case Management
- Ensures that cases are managed using accepted best practices and delivered in a proactive, conscientious, cost effective, and consistent manner
- Seeks and adjudicates medical documentation to determine access to benefits and fitness for work
- Supports access to effective care and services
- Identifies barriers to recovery and effective return to work/stay at work arrangements, and develops solutions
- Develop/maintain complete, accurate record keeping systems for case documentation, collection, and reporting of statistical program information
- Acts as a liaison with Alberta School Employee Benefit Plan (ASEBP) Extended Disability Claims facilitators and with WCB case workers.
Program Planning
- Leads the duty to accommodate process to ensure compliance with Human Rights Legislation.
- Establish and regularly monitor benchmarks
- Identify and implement strategies to reduce and/or maintain employee medical leave absenteeism at or below industry average
- Analyze disability management data and compile statistics to generate summaries and reports for stakeholders
- Consult with the manager to identify trends and develop proactive strategies to address reduction of costs for benefits programs
- Provides input for process improvement
- Contribute to project work which may include leading or participating
- Professional development
Qualifications:
- Diploma, or degree, in an area related to disability management.
- Certified Disability Management Professional (CDMP) designation is required.
- Five years of directly related experience.
- Experience supporting WCB case management and/or other occupational injury and illness case management may be considered an asset.
- Experience working in a unionized environment is considered an asset.
- Equivalencies may be considered.
Knowledge, Skills and Abilities:
- Has a Disability Management body of knowledge including:
- Group benefit plans, disability/ability support resources, and awareness of medical terminology and rehabilitative practices
- FOIP regulations and legislation and records management principles
- Human resource management policies and procedures, Collective Agreements and OOS Terms and Conditions
- Solid knowledge of OHS Act, Regulation and Code, Operational Procedures, WCB Regulations, Standards and Legislation
- Knowledge of workplace safety and wellness
- Enhanced interpersonal communication skills and the ability to relate to a range of stakeholders
- Strong time management skills with the ability to balance conflicting priorities in a team environment
- Excellent problem-solving and decision-making skills
- Proven analytical skills with attention to detail - particularly with numbers
- Ability to influence and negotiate
