Here's how a Chief Estimator for our Regina office contributes to our team:
Responsibilities
- Lead and oversee the operational management of the estimating department, ensuring alignment with organizational objectives and collaborating closely with senior leadership to drive business expansion through actionable market intelligence and competitive analysis.
- Proactively identify and assess high-potential project opportunities, strategically aiding in securing new work by investigating leads, participating in estimates, collaborating with trade contractors to shape winning proposals and presentations.
- Formulate and execute bid-win strategies for targeted pursuit opportunities, leveraging historical insights and ensuring adherence to PCL’s safety, quality, and compliance standards to enhance the likelihood of successful outcomes.
- Advise senior leadership on optimal team selections for designers, key trades, consultants, and internal PCL resources, while managing key contractor and supplier relationships.
- Evaluate and assess contract documents and specifications to identify project requirements and key risk factors.
- Strategically manage project requirements for specialized services, including weather protection, cranes, hoists, and temporary facilities, ensuring bid accuracy and timely completion of all necessary documentation.
- Drive project forecasting and cost validation by overseeing the development of estimates and coordinating final tender submissions for senior leadership review and approval.
- Ensure comprehensive review of general expenses, construction timelines, and unique survey requirements, optimizing the budgeting and scheduling process to enhance project efficiency and cost-effectiveness.
- Collaborate with estimate leads to establish pursuit schedules, manage resource allocation, and streamline estimate turnover processes upon project award to ensure timely execution, operational efficiency, and informed strategic decision making.
- Guarantee submission of accurate and comprehensive request for proposal (RFP) and request for quote (RFQ) responses, enhancing the competitive position and operational readiness for potential projects.
- Utilize advanced analytical skills to evaluate project risks and opportunities, quantifying potential impacts on costs and schedule, and developing and communicate proactive risk mitigation strategies to minimize operational disruption.
- Contribute to strategic planning processes by preparing detailed information for mid-year and long-range year-end planning, ensuring alignment with key project goals and initiatives.
- 15 years of progressive experience in construction cost estimating.
- Successfully led pursuits valued at up to $250 million in various delivery methods.
- Postsecondary diploma or degree in a related discipline, trade experience, or equivalent.
- Gold Seal certification in estimating is an asset.
- Knowledge of various construction methods, including planning, scheduling, sequencing, quality, safety, and timelines.
- Extensive knowledge of key principles involved in bid preparation, such as quantity takeoff procedures and systems, subtrade partner procurement, pricing, interdepartmental functions, general expense philosophy, and bid-closing procedures.
- Understanding of compensation models, market conditions, business trends, internal historical information, and competitors to develop win strategies.
- Experience estimating multiple scopes, with the capability to build conceptual estimates.
- Resourcefulness and self-motivation with strong organizational skills.
- Ability to establish and maintain working relationships with stakeholders, including the ability to solicit subtrade partners and suppliers.
- Working knowledge of estimating software, advanced skills using Microsoft Office Suite, and a strong aptitude for adopting new technology.
