The City of Medicine Hat is seeking a City Treasurer, Associate Director to lead and oversee the treasury and risk functions, ensuring alignment with long-term corporate goals. Your Key Responsibilities

  • Oversee the City's long-term financial planning, capital investments, and reserve strategies to align with corporate objectives and regulatory requirements.
  • Lead treasury functions, including cash flow forecasting, liquidity management, portfolio investments, and securing debt financing to ensure financial sustainability.
  • Develop and implement frameworks to identify, assess, and mitigate financial and operational risks, ensuring alignment with organizational risk appetite.
  • Create and refine financial policies in line with legislative requirements, industry standards, and strategic goals.
  • Collaborate with external partners, including government agencies, financial institutions, and consultants, to achieve the City's financial objectives.
  • Inspire, mentor, and develop a high-performing team, fostering a culture of innovation, continuous improvement, and collaboration.
  • Deliver strategic insights and comprehensive reports to City leadership, Council, and advisory groups, driving informed decision-making.

What You Bring

  • Highly developed financial and investment management skills, gained in a large, multifaceted public institution, with the ability to oversee treasury operations, including cash flow management, portfolio investments, debt management, and enterprise risk frameworks.
  • Broad knowledge of financial markets and investments across public and private asset classes, with experience in researching new investment opportunities, conducting due diligence on asset managers, and making allocation or reallocation decisions.
  • Strong understanding of institutional policies, procedures, and regulatory environments, ensuring compliance with legislative requirements and best practices.
  • Proven ability to conduct critical financial analysis, develop accurate projections, and assess risks and opportunities to support strategic decision-making.
  • Demonstrated success in developing and delivering comprehensive financial reports and presentations to diverse audiences, including leadership teams, advisory groups, and council members.
  • Exceptional leadership abilities with experience managing high-performing teams, driving organizational change, and fostering a culture of innovation and continuous improvement.
  • Strong interpersonal and communication skills, with the ability to collaborate effectively with internal teams, external stakeholders, and financial institutions.
  • Experience working within a municipal government setting is an asset, along with a commitment to continuous improvement and innovative problem-solving.

Qualifications

  • A bachelor's degree in commerce, finance, economics, or a related field.
  • A professional designation such as CFA, CPA or FRM is considered an asset.
  • A minimum of 7 years of senior-level experience in financial planning and leadership.
  • At least 5 years of experience in a supervisory capacity.
