The Director, Operations position will provide leadership to the Specialized Care and Recovery Services’ Return to Work program (supporting the mental stress injuries, occupational disease, and serious injuries programs).
Job Summary
Direct the overall planning, development, delivery and evaluation of programs, products and services of the Return to Work program supporting Specialized Claims and Recovery Services through multidisciplinary teams.
Provide and implement expert advice, consultation and direction to team members, advice to WSIB senior management as well as internal and external stakeholders on a broad range of programs, products, services and strategic initiatives.
Develop and maintain communication linkages and relationships internally with business partners, all levels of management and externally with workers , employers and other representatives (stakeholders, preferred suppliers and advocacy groups), as required.

Major Responsibilities
- Plan, direct and control the day-to-day operation and administration of the Specialized Services Return to Work program through team(s) responsible for the delivery of programs, products and services relating to return to work services supporting Specialized Claims and Recovery Services. This includes:
- Leading and developing employee teams; ensuring employees are provided appropriate performance objectives and development programs
- Providing guidance and ongoing coaching and feedback to direct and indirect reports, including managing performance and addressing performance-related issues
- Managing financial and physical resources including developing and forecasting annual operating and budgets; monitoring and reporting on variances based on projections; and evaluating overall program expenditures
- Ensuring risk management, quality management and continuous improvement systems are established to analyze and evaluate the effectiveness and cost benefit of services and programs
- Promote a healthy, safe work environment and respond to JOHSC recommendations.
- Plan and develop short and long term branch business plans to support WSIB, Cluster and divisional strategic goals and objectives and respond to changing business initiatives or organizational strategies by:
- Leading the development and implementation of initiatives relating to continuous improvement efforts in service delivery and/or quality assurance and/or program development and/or strategic procurement; monitoring, reporting and evaluating on progress and adjusting as necessary to ensure planned objectives are achieved.
- Leading the development and implementation of performance metrics regarding program performance; monitoring results and adjusting as necessary to ensure established targets are achieved.
- Lead change management activities as part of local , divisional and corporate initiatives
- Act as technical resource, providing input, advice and guidance to staff and senior management on specific programs policies/products/services relating to case/disability management and/or occupational disease and specialized services Participate as a team member and management member at various management meetings to discuss, identify, recommend changes that will improve services, provide input and expertise on issues of mutual concern, and exchange information. This includes:
- Providing technical guidance and expertise in complex and/or high profile/sensitive cases or case clusters for which options/resolutions are neither well-defined nor clearly set out in policies or guidelines to ensure responsive and proactive service while ensuring appropriate management of all issues and potential risks.
- Educating staff on WSIB programs, policies, services and changing work practices and approaches.
- Develop and maintain communication linkages and relationships internally with business partners and/or all levels of management and/or externally with stakeholders and/or preferred suppliers and/or advocacy groups as required to identify ongoing and changing needs, and to ensure programs, services and work processes are aligned with business requirements to maintain a high level of customer service and support. This includes:
- Proactively identifying and responding to emerging issues within the political, social and economic environment.
- Developing, implementing and executing strategic communications with external stakeholders, advocacy groups and/or government ministries.
- Informing stakeholders on WSIB programs, policies, services and changing work practices and approaches.
- Undergraduate university degree
- 10+ years of experience preferred in progressively more responsible leadership and management positions in a large complex organization dealing with insurance and/or disability management and/or public sector management and services
- The number of direct reports up to 15
- (Includes direct reports and the positions they manage): The number of indirect reports up to 300.
