The Ministry of Primary and Preventative Health Services is focused on building a stronger, patient-centered health system for Alberta by implementing a unified structure organized around four health pillars. This approach prioritizes patients while empowering frontline professionals to deliver care that supports Albertans for generations. Key initiatives include advancing the Rural Health Action Plan to address disparities in rural and remote communities, updating the Alberta Health Workforce Strategy to ensure a sustainable and engaged workforce, and expanding access to primary care through physician recruitment, nurse practitioner integration, and the Modernizing Alberta’s Primary Health Care System initiative to improve culturally safe care for Indigenous Peoples.

Role Responsibilities

The Policy Advisor role is a key contributor to advancing Alberta’s primary and community health care system through strategic planning, evidence-based policy development, and collaborative engagement. This role ensures that initiatives reflect the Ministry of Primary and Preventative Health Services’ priorities and align with the Government of Alberta’s broader objectives. By driving innovative solutions and supporting system integration, the Policy Advisor helps create policies that improve health outcomes and strengthen care delivery for Albertans.

In addition to shaping policy direction, the position focuses on project leadership, stakeholder coordination, and knowledge management. The Policy Advisor acts as a trusted resource for senior officials, provides strategic advice, and represents the Ministry in cross-government initiatives. Through research, analysis, and effective communication, this role supports informed decision-making and ensures Alberta’s health care system remains patient-centered, equitable, and sustainable.

Responsibilities Include

  • Identify and evaluate complex and sensitive issues impacting various interest groups.
  • Analyze population health data to inform policy decisions and align with business plan objectives.
  • Develop actionable recommendations and present alternatives for decision-making.
  • Conduct comprehensive environmental and literature scans to identify emerging trends, risks, and opportunities.
  • Coordinate and conduct background research, integrate stakeholder input, and produce final reports.
  • Chair meetings or committees and deliver presentations as required.
  • Project manage the development and maintenance of a strategic information hub, including a digital library of institutional knowledge and stakeholder intelligence.
  • Provide input, analysis, and advice to support cross-ministry working groups and committees.
  • Lead project work and supervise project staff and/or consultants to ensure timely completion.
  • Research assigned issues, solve problems creatively, and prepare reports, briefing notes.
  • Serve as acting manager when required and provide mentorship, guidance, and support to team members.
  • Support senior management by managing day-to-day policy and planning issues, identifying emerging issues, and developing high-level strategic policy.

Qualifications

Minimum Recruitment Standards

Program Services 4 Requirements

University graduation in a related field ( e.g: Business or Public Administration) plus 4 years or more progressively responsible experience in policy development, and project management.

Equivalencies: Directly related experience or education considered on the basis of:

  • 1 year of education for 1 year of experience; or
  • 1 year of experience for 1 year of education

Preferences

  • Experience with grant management, contracting and procurement.
  • Experience with project planning where stakeholder engagement, verbal and written communication are included
  • Experience with systematic literature reviews and analyzing issues accurately to identify and solve problems

Assets

  • Project Management Professional (PMP) certification
  • Risk Management Certification
  • Experience and strong understanding of primary care networks in Alberta
  • Leadership experience through mentorship of staff or collaboration with senior leadership
