Role description:
Arcadis is seeking a Quality Manager for Engineering Services during the Construction phase of the Fraser River Tunnel Project (FRTP), a major infrastructure initiative replacing the aging George Massey Tunnel with a new, toll-free, eight-lane immersed tube tunnel—an essential link in Metro Vancouver’s transportation network. The Quality Manager will be responsible for establishing, maintaining, and continuously improving robust Quality Assurance (QA) systems and processes to prevent defects across the tunnel construction, decommissioning of the existing tunnel, and associated Highway 99 upgrades. This role will also oversee Quality Control (QC) activities by managing inspections and testing to ensure all work meets or exceeds project requirements. Operating within a Progressive Design-Build (PDB) model, the position requires active engagement with a diverse group of stakeholders, fostering early contractor involvement and collaborative risk-sharing. Exceptional communication skills, high emotional intelligence, and a “best-for-project” mindset are crucial for success in this dynamic, team-oriented environment. The Quality Manager will play a key role in ensuring the safe, timely, and high-quality delivery of this vital regional infrastructure project.

Role accountabilities:
Arcadis is seeking a Quality Manager for Engineering Services during the Construction phase of the Fraser River Tunnel Project (FRTP), a transformative infrastructure project in Metro Vancouver. In this role, you will lead the project’s quality management system (QMS) and a dedicated quality team, ensuring that all aspects of quality planning and implementation are rigorously executed. You will be responsible for developing, implementing, and maintaining the comprehensive Construction Quality Management Plan (CQMP), ensuring that it aligns with project specifications, regulatory requirements, and recognized standards such as ISO 9001. You will define clear quality objectives, procedures, and standards for all phases of construction and engineering services, setting the foundation for excellence throughout the project lifecycle.
In this role, you will oversee all aspects of Quality Control (QC), including the implementation of Inspection and Testing Plans (ITPs), and will review and approve results from materials testing and field inspections. You will be expected to meticulously review and validate project documentation—including submittals, shop drawings, and 'as-built' records—to ensure full conformance with design and contract requirements. Your responsibilities will also include leading and conducting regular internal and external quality audits of construction processes, suppliers, and subcontractors to verify adherence to the CQMP and relevant standards. As the primary point of contact for all quality matters, you will liaise closely with the owner, design team, regulatory agencies, and the Design-Builder/contractors to maintain high standards and foster collaboration.
In addition, you will manage the system for identifying, documenting, tracking, and resolving Non-Conformances (NCRs), ensuring that robust root-cause analysis and effective corrective and preventive actions are implemented. You will prepare and deliver detailed Quality Management System performance reports for project leadership, highlighting key metrics, trends, and areas for continuous improvement. By proactively analyzing quality performance data, you will identify risks and recommend opportunities for efficiency and quality enhancement across the project.
Finally, in this role, you will play a critical part in promoting a culture of quality excellence. You will lead structured training sessions for project personnel, subcontractors, and stakeholders, ensuring everyone is well-versed in the requirements and procedures outlined in the DQMP and CQMP. Through your leadership, you will help to embed a commitment to quality at every level of the project, driving successful outcomes for this vital regional infrastructure initiative.

The salary range for this position is $89,000 - $134,000. The base salary represents Arcadis’ hiring range for this position. Actual salaries will vary and will be based on various factors, such as location, skills, experience, and qualification for the role.

Qualifications & Experience:
- Minimum of 5 years of role-specific experience required
- Bachelor’s degree in a construction-related field required
- Strong knowledge of construction processes, materials, and methods
- Understanding of quality management principles and practices
- Familiarity with relevant codes, regulations, and standards
- Excellent communication and interpersonal skills
- Strong analytical and problem-solving skills
- Attention to detail
- Relevant certifications, such as the Certified Construction Quality Manager (CCQM) from ASQ, are highly beneficial
- Experience working in the field
