ABOUT THE ROLE

Reporting to the Manager, Growth Economics and Finance, supports the manager with strategic policy recommendations to Committees Council and senior management on development charges to meet legislative requirements and Regional objectives. Leads bylaw updates, policy development, growth and revenue forecasting, and financial modeling. Conducts research and analysis, develops revenue options, and leads partner engagement to support informed decision-making.

WHAT YOU'LL BE DOING

  • Leads the preparation of Development Charge (DC) Background Studies and Regional/area-specific DC Charge bylaws, including development and managing the detailed work plan.
  • Develops and implement DC policies aligned with Regional objectives.
  • Leads annual forecasts of DC collections and short-/long-term residential and non-residential growth.
  • Develops and maintains financial models supporting DC rate calculations and long-term forecasts.
  • Provides direction to external consultants and coordinate cross-departmental inputs.
  • Leads development of DC related policies, financial analysis, and reports for Council and Committee approval.
  • Ensures DC
  • policies and bylaws comply with legislation and align with Regional priorities.
  • Evaluates policy effectiveness and recommend enhancements or new policy opportunities.
  • Supports stakeholder engagement, including steering committees, advisory groups, and internal/external consultations.
  • Collaborates with legal counsel to interpret legislation and manage responses and appeals related to DC policies and bylaws.
  • Advises senior management on legislative, regulatory, and growth-related impacts, supported by financial analysis.
  • Prepares reports and presentations on growth-related revenue options to all levels of the organization, including Committee and Council.
  • Conduct inter-jurisdictional research and provide policy analysis to internal partners.
  • Evaluates Development Charge proposals and presents recommendations to senior management.
  • Supports development of annual business, work, and service plans, including staffing proposals.
  • Engages and oversees external consultants, including preparing terms of reference and monitoring costs and deliverables.
  • Liaises with internal departments and external partners (e.g., municipalities, province, developers, consultants) to support implementation of DC bylaws and policies.
  • Delivers presentations to external audiences and prepare responses to provincial and federal initiatives.
  • Leads the research and analysis on pertinent issues and trends for management to make informed program and policy decisions

WHAT WE'RE LOOKING FOR

  • Successful completion of a Master’s level degree in Business Administration, Public Policy, Economics, Finance, Planning, or a related discipline or approved equivalent combination of education and experience.
  • Minimum three (3) years of progressively responsible experience in a large multi-divisional organization in policy and program development and/or implementation, research, partner engagement and minimum one (1) year of direct supervisory experience.
  • Demonstrated knowledge of industry practices, relevant Standards, Acts and Regulations.
  • Strong communication skills for writing reports, developing recommendations and making presentations to all levels of the organization, including Committees of Council.
  • Strong analytical and project management skills to meet program objectives, tight deadlines, and manage complex policy issues.
  • Demonstrated ability to manage relationships with a wide range of levels of government, professional and industry partners.
  • Knowledge of provincial statutes and regulations and municipal bylaws pertaining to development charges and land use planning, including the ability to interpret and explain complex legislation.
  • Ability to demonstrate the Region's leadership and core competencies.
