What is the Opportunity?

Reporting directly to the Director of Public Services, the Manager, Fleet Services provides comprehensive business leadership and operational oversight to our entire fleet division. In this critical role, you hold total accountability for asset lifecycle management, substantial capital procurement projects, and the sustainable growth of our maintenance operations.

This isn't a job where you just sit behind a desk and read spreadsheets. You will be the person who brings modern fleet practices to life across our city. By using fleet data and telematics, you will help us make smart, evidence-based decisions about when to repair, maintain, or replace vehicles. You will work closely with all city departments to understand what their teams need, make sure our entire fleet meets safety and provincial standards, and find ways to keep our operations running smoothly and efficiently.

What will you do?

In this role, your focus will be split between supporting your people, managing capital assets, and keeping our shop running safely. You will:

  • Provide ongoing mentorship and guidance to the Leads and shop technicians, supporting their confidence, safety, and overall success on the floor.

  • Continuously review and update the fleet's preventive maintenance program to reduce unexpected downtime and keep our operators safe.

  • Lead the purchasing and procurement process for new municipal vehicles and equipment, from writing the initial technical specifications to evaluating bids and working with vendors.

  • Manage our corporate fuel card program, making sure proper controls, monitoring, and usage tracking are in place across the organization.

  • Use telematics and fleet analytics to track vehicle health, monitor fuel efficiency, and map out long-term equipment replacement cycles.

  • Keep our operations in line with regulatory standards, ensuring all units comply with Commercial Vehicle Inspection Program (CVIP) requirements, environmental guidelines, and OH&S rules.

  • Partner with the Director of Public Services to build, review, and manage realistic operational and capital budgets.

  • Collaborate with other city departments to assess their vehicle needs and provide technical advice or troubleshooting support when issues come up.

Who you are?

You are a proactive, grounded leader who brings a strong mechanical trade background and an analytical mind to asset management. You bring:

  • A required Journeyman Heavy Equipment Technician designation, along with 5–7 years of hands-on experience working in the trade.

  • A minimum of five (5) years of experience in a leadership or supervisory role, with a proven track record of coaching and managing a technical team in a shop environment.

  • Deep knowledge of the wide variety of light, medium, and heavy-duty equipment used in a municipal or public works setting.

  • A practical understanding of modern fleet tools, including how to use telematics data and fleet software to make decisions.

  • Solid financial and business skills, with experience managing vendor performance, tracking expenditures, and staying within operational budgets.

  • Excellent communication and relationship skills, giving you the ability to talk shop with technicians, collaborate with other managers, and write clear reports for senior leadership.

  • A valid Class 3 driver’s license with an air brake endorsement, a current First Aid certification, and the ability to hold a license to complete Commercial Vehicle Inspections.

Direct experience writing technical specifications and managing procurement for fire trucks and emergency response apparatus is considered a significant asset.
