Job Profile
Under the general supervision of the Supervisor of Underground Structures, the Technologist carries out technical duties related to generating AutoCAD base maps of requested streets which show surface details and City GIS infrastructure as well as reviewing archival drawings for relevant information. This position provides estimates to clients on service delivery costs under a cost-recovery model, bills clients for services and reconciles yearly costs to recommend rate changes. Additional duties include updating and maintaining the Branch's geospatial database application (currently GeoMedia), review and indexing of as-built and record drawings, and assisting external and internal stakeholders with archival information.
As The Technologist 2 - UGS You Will
- Coordinate the branch's information request service delivery responses through preliminary research into existing services regarding past, present and known public utilities to any enquiring parties requesting this information in support of the design of future utilities and public facilities.
- Assist in the shift to the upcoming ROW Management software and the transition from GeoMedia to ArcGIS.
- Lead, develop and maintain an index program for the underground structures drawing file computer database to make retrieval of drawings simpler, faster, and minimize chances for errors.
- Manage the day-to-day operations and administration of the information request service delivery program, which includes the technical review of information requests.
- Coordinate and lead the process of amalgamating the separate utility drawings into one consolidated drawing on AutoCAD/GIS software.
- Develop, track and maintain a service cost database for the Information Request service delivery in an accurate and timely manner in accordance with the established guidelines and procedures of the Underground Structures Branch.
- Perform skilled drafting work, complete technical drawings and technical review of proposed utility service drawings to ensure adherence to standards for permit approvals.
- Administers the Branch's GeoMedia Application.
- Link plotted drawing from the geospatial database into the branch's index drawing database.
- Develops specialized queries in GeoMedia for data analysis.
- Assist the operational branch lead to develop and maintain an as-built tracking program.
- Records and distributes project identification for record and billing processes.
- Responds to internal and external customer requests.
- Perform other duties consistent with the classification.
- Provide operational coverage as needed for employee absences with the division.
Your Education And Qualifications Include
- Graduate in Technology from a recognized Institute of Technology and eligible for membership in CTTAM (Certified Technicians & Technologists Association of Manitoba) as a Civil, Certified Engineering Technologist (C.E.T.) or Certified Applied Science Technologist (A.Sc.T.).
- Graduate of the Geographic Information Systems Technology Advanced Diploma from a recognized Institute would be an asset.
- Five years' experience (post CET designation) working in an engineering support function including utilizing AutoCAD and GIS software.
- Experience and proficiency with Microsoft Office Suite (Office, Word and Excel), Adobe Acrobat or Foxit, and G.I.S. related systems such as GeoMedia, ArcGIS, or any other related programs.
- Experience in the interpretation of plans, field notes, sketches, blueprints, technical drawings, and legal descriptions.
- Experience in the application of engineering principles and practices in the municipal field.
- Experience performing complex analysis (including custom queries) of data using GIS principes and software, and prepare accurate reports and maps of the results.
- Ability to interpret and apply regulating documents such as City by-laws, standards, policies and procedures.
- Ability to lead, motivate and train team members.
- Ability to conduct cost estimates
- Strong organizational skills with the ability to manage competing assignments and meet deadlines.
- Knowledge of construction procedures, materials and methods as applicable to the position.
- Knowledge of Federal and Provincial legislation related to this position.
- Strong interpersonal skills with the ability to establish and maintain positive working relationships and manage conflict with employees at all levels of the organization, external contacts and the public.
- Strong communication skills with the ability to communicate in a clear and concise manner, verbally and in writing.

Conditions Of Employment

- Possess and maintain a valid Class 5 Manitoba Driver's License.
- Membership in C.T.T.A.M (Certified Technicians & Technologists of Association of Manitoba) as a Municipal Certified Engineering Technologist (CET).
