The Corporation of The City of North Bay (“The City”) invites applications for the position of City Clerk. Reporting to the City Solicitor and serving as a member of the Senior Management Team, the City Clerk is a senior municipal leader responsible for supporting Council’s legislative and decision-making processes, safeguarding corporate records and access-to-information obligations, overseeing elections and statutory duties and leading the Clerk’s department.

Key Responsibilities

  • Council Secretariat-Provide logistical, and procedural support, expert advice and guidance to City Council and the liaisons of Agencies Boards and Commissions; schedule Council meetings; and prepare meeting materials including agendas, minutes, correspondence and resolutions while ensuring their accuracy and integrity
  • Records Management-Ensure that the City’s Record Retention By-Law complies with all applicable legislation
  • Municipal Freedom of Information and Protection of Privacy Act-Administer the municipality’s responsibilities under the legislation
  • Department Management-Supervising administrative staff and oversee budget control
  • Electoral Duties-Lead election preparation, and implement and coordinate the orientation of each new Council
  • Corporate Policies and By-Laws-Draft corporate policies and by-laws and provide guidance on their interpretation and application.

Key Qualifications

  • Diploma or degree in Political Science, Public Administration or Business Administration
  • AMCT or CMO designation
  • Seven (7) years progressive experience in municipal legislative services and/or a municipal clerk’s office managing documentation related to council proceedings, disclosure requests, retention schedules or related processes
  • Sound understanding of municipal parliamentary practices and procedures with in-depth knowledge of relevant legislation and regulations including the Municipal Act and the Municipal Freedom of Information and Protection of Privacy Act
  • Demonstrated leadership, supervisory and team-building skills including the ability to coach, motivate, and coordinate the work of others
  • Demonstrated ability to think strategically in a political and community service environment
  • Effective oral and written communication, presentation, report writing, and research skills
  • Computer literacy using Microsoft Office Suite and proficiency with other systems and software applications
  • Working knowledge of management principles, labour relations principles and collective agreement administration
  • Demonstrated ability to allocate budgets, time and human resources to support the achievement of Department, Business Unit and Corporate Objectives
  • Ability to work collaboratively across business units to meet City’s goals and objectives
  • Advanced analytical, interpersonal, leadership, problem solving and decision-making skills
  • Advanced oral and written communication skills, including presentation, report-writing and research capabilities
  • Availability to attend meetings and work outside of regular business hours as required effectively dealing with the media.

This is an existing position. The 2026 annual salary range is $124,543-$155,694.
