Your Opportunity:

The Senior Manager, Business Transformation & Program Management, reports to the Director of Strategy & Business Transformation and is responsible for leading the strategy and operations of the IITS Project Management Office. In this role, the Senior Manager will develop and oversee a sustainable model for managing technical development and programs within IITS. They will provide strategic leadership, direction, and expert guidance to a skilled and diverse team of IT professionals. This team is responsible for designing, planning, executing, and maintaining key projects efficiently and flexibly to meet the administrative and academic needs of UTSC, including those of senior leadership.

The Senior Manager will proactively and collaboratively seek new ways to continuously enhance processes for increased quality, repeatability and faster delivery of IITS’ programs. They will lead and directly oversee the development, implementation and progression of program and project management principles, policies, procedures, workflows and best practices, forming a Center of Excellence.

The incumbent will collaborate closely with the IITS functional teams, key stakeholders, clients and campus service partners, including those across the University. Their role will be to consult, recommend, and design business solutions, as well as create actionable plans to implement and support these systems or services. As a trusted adviser, they will offer guidance on the best solutions, processes, and program management practices, ensuring that recommendations align with both University and IITS strategic plans to avoid duplication and redundancy while optimizing IT resources.

Responsibilities include financial, human resources, program and project management with an emphasis on strategic leadership, insight and guidance towards the development, implementation, stewardship and continuous improvement of an effective IITS cross-functional technical operations model.

Minimum Qualifications

  1. EDUCATION:

  • University degree or relevant combination of education and experience with formal project management training. Lean, Agile, PMP designation or similar accreditation. ITIL training is an asset.

EXPERIENCE:

    • Minimum 8 years’ experience in software and hardware project delivery in a high-volume, large, strategic enterprise IT environment which includes:

      • 2 years’ experience focused on designing and delivering solutions and systems integrations

      • 5 years’ of Agile and/or Waterfall Project/program management experience in complex strategic projects

    • Demonstrated managerial experience overseeing highly skilled staff

    • Strong experience of delivering digital transformation initiatives, working with business analysts, developers, developing user stories and personas, and product roadmaps

    • Strong experience with systems architecture, development and design, SaaS/PaaS processes, database management, capacity management, virtualization technologies and cloud computing

    • Strong experience with writing and refining test cases and acceptance criteria

    • Knowledgeable across multiple functional areas such as product management, software engineering, UX/UI, and customer support

    • Proven experience in translating technical requirements into business language and client requirements into technical language

    • Experience negotiating with service providers, establishing, and monitoring service level agreements

    • Proven people manager able to foster commitment, team spirit, pride, and trust to build an exceptional and dedicated team

    • Strong ability to elicit cooperation and collaboration from a wide variety of sources, including upper management, stakeholders, and other departments

    • Excellent communicator who will establish regular and consistent communications with IITS management, IITS partners and stakeholders advising on projects, performance, and opportunities

    • Excellent staff management, project management, technical lead and facilitation skills

    • Strong technical and business solutions design and systems planning skills

    • Excellent knowledge of services development, systems analysis, specifications techniques and implementation strategies.

    • Excellent oral and written communication skills and ability to produce high-quality, comprehensive communications materials

    • Ability to translate and leverage data into a story that drives business opportunity, project objectives and prioritization

    • Ability to track and evaluate product analytics post launch leveraging data to provide relevant optimizations for improved performance

    • Knowledge of software architecture, models and patterns

    • Ability to work both independently and in a team-oriented, collaborative environment

    • Adept at conforming to shifting priorities, demands and timelines through analytical and problem-solving capabilities

    • Excellent conflict resolution skills with strong ability to exercise judgement, tact, discretion, and determination

    • Adept at conducting research into technical or project-related issues and products, to continually improve processes and solutions as technology changes

    • Adept at quickly learning, understanding, and applying new technologies and process frameworks

    • Strong organization skills with the ability to effectively prioritize and execute tasks in a high- pressure environment

    • Excellent decision-making skills

  1. OTHER:

    • Ability to abstract institutionally focused business problems to support the development of new and more efficient solutions

    • Strong functional knowledge of the University’s business domain

    • Strong analytical skills with the ability to take business requirements and abstract them into models and concepts
