Options Community Services is a non-profit organization dedicated to delivering social services, across the Southern Fraser region (Surrey, Delta, White Rock and Langley), including employment, housing and mental health, family, children and youth, counselling and immigrant services. Position Overview


Are you a strategic thinker with a passion for numbers? We are seeking a dynamic Budget Manager, to take charge of our budgeting landscape at Options Community Services (OCS) and Habitat Housing (HH). The Budget Manager will be responsible for overseeing the budget and contractual arrangements for OCS and HH, which have combined assets of approximately $129.7 million and combined revenues of approximately $70.3 million. OCS and HH are funded from sources including the Province of British Columbia, the Federal Government, local governments, foundations, businesses and local citizens. This is a pivotal role for OCS and we are looking for a truly exceptional individual, who shares the passion and dedication of our committed team.


The Budget Manager will report to the Senior Finance Manager. The prime responsibilities of the Budget Manager will be the preparation of the organizations’ operating and capital budgets, provision of strategic planning advice and analysis to management, delivery of key information for the organizations’ decision-making process and preparation of financial reports and proposals for funding.

Qualifications


The ideal candidate for this role will possess exceptional written, oral, and interpersonal communication skills, enabling effective collaboration with diverse stakeholders and strong risk management expertise, previous people management experience, and the ability to lead and inspire teams. Proficiency in monitoring budget compliance, variance analysis, and generally accepted accounting principles is essential. An independent thinker who fosters inclusion and diversity of thought. The candidate must excel at presenting complex financial issues clearly and must possess excellent negotiation, and interpersonal skills, to work effectively with managers, board members, employees, funders, service providers, and other stakeholders.


Additionally, strong analytical, research, decision-making, and project management skills are required, along with the ability to prepare detailed financial reports and analyses.


The candidate will hold a Bachelor’s degree in Business Administration with a focus on accounting, or a two-year accounting diploma, along with a CPA designation, or equivalent. Experience in budgeting, within a large multi-unit organization, preferably in the non-profit sector. Public practice experience will be considered an asset. Strong technological skills, particularly in Microsoft Office and Sage 300, are essential, and familiarity with Arcori PM, or similar property management software, is desirable.


This role requires the incumbent to undergo a Police Information Check and a Vulnerable Sector Check, by the Ministry of Justice.
