The Supervisor Training & Development will report to the Management Workforce Planning and Development and will develop a learning and development plan that supports short term and long-term divisional learning needs to successfully support Toronto Public Health’s Strategic plan.

Major Responsibilities

  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work.Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
  • Supervises an integrated team of staff trainers and external training service providers.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Provides customer service and training-related support to Toronto Public Health employees and managers (including but not limited to scheduling, calendar, course content, and other logistical issues).
  • Supports the Manager in creating and implementing a multi-year staff training plan for all divisional staff positions. Identifies skills gaps and provides training recommendations for divisional staff.
  • Gathers and analyzes data on staff training evaluations to improve technical training and employees' skill acquisition.
  • Identifies training and development needs within the organization through consultation and collaboration with internal and external resources.
  • Works collaboratively with Workforce Consultants and subject matter experts to create training curricula and tailored course plans to address the technical training needs of divisional staff.
  • Works with the Workforce Unit to create learning content for a variety of delivery methods including instructor led classroom training, eLearning, multimedia programs, WebEx virtual training and other computer-aided instructional technologies.
  • Develops and conducts training evaluations and related activities, such as focus groups, surveys, questionnaires and analysis of data to improve staff's knowledge, skill acquisition, and technical training. Measures staff learning and increase in knowledge from the training attained, and reviews behavioural change and performance improvement after applying skills/training.
  • Monitors and evaluates staff performance in the classroom and provides detailed feedback to managers in order to ensure successful outcomes. Recommends disciplinary and/or corrective actions when necessary.
  • Utilizes a variety of training methodologies, techniques, concepts, learning tools and practices to ensure maximum effectiveness of training programs, catering to all learning styles.
  • Supports divisional initiatives and provides subject matter expertise pertaining to learning aids, presentations methods, communication and adult learning principles.
  • Supervises the maintenance of training records for Toronto Public Health staff utilizing the City's online learning inventory; ensures divisional records are documented and maintains divisional training on system.
  • Coordinates with Corporate People & Equity regarding training relating to Occupational Health & Safety and Organizational Development and Learning.
  • Builds relationships with external training service providers to supervise peaks and valleys of training schedule. Sources external resources to staff for the peaks.
  • Prepares call documents (i.e. Requests for Proposals and Requests for Quotations) for training services in coordination with PMMD staff, evaluates vendor submissions, recommends award of contracts and coordinates the execution of agreements with vendors.
  • Monitors vendor performance to ensure training services are carried out in accordance with the specified terms and conditions and authorizes payment to vendors within delegated signing authority.
  • Maintains up-to-date knowledge of new and developing adult education/training methods and practices as well as new legislation and revised policies and procedures.

Key Qualifications

Your application for the role of Supervisor Training and Development must describe your qualifications as they relate to:

  • Post-Secondary Education in Human Resources, Training & Development, or equivalent combination of education and experience.
  • Considerable Experience developing and implementing large scale training and development strategies and programs using various technologies (ie. eLearning, administration, reporting, certification and compliance).
  • Considerable Experience supervising and providing work direction to staff, facilitating work groups.
  • Experience delivering training programs, managing projects and contracted training service providers.
  • Sound knowledge of adult education principles and practices and training and evaluation methodologies.
  • Knowledge of organizational effectiveness principles as it relates to divisional training and development initiatives.
  • Knowledge of applicable Collective Agreements and legislation as it relates to training and development including, Employee and Labour legislation, Occupational Health & Safety Act and Regulations.
  • Excellent oral and written communication skills with the ability to communicate effectively with at all level of management, stakeholders, and external vendors
  • Highly developed analytical skills to research problems, to evaluate and identify solutions and resolutions.
