THE ORGANIZATIONAL SETTING
The Field Personnel Section (FPS) provides Human Resources Management services within the Capacity Building and Implementation Bureau (CDI). Under the direction of the FPS Chief, the Field Recruitment Section (FRU) recruits international experts to implement projects across various Civil Aviation fields to assess and identify qualified candidates from the roster of experts.
The incumbent reports to the Field Recruitment Officer (O/FRU) with whom they will work in collaboration with the other officers within the Unit. The consultant’s tasks will include pre-screening and assessing the received applications to the roster’s generic posts, identifying qualified candidates, facilitating the development of generic job descriptions for the advertisement of roster’s posts, updating the roster of experts, procedure development, and reporting (metrics).
MAJOR DUTIES AND RESPONSIBILITIES
Function 1: Roster Management related activities
- Effectively handle the significant increase in applicants resulting from the recent marketing campaign.
- Assess the application pool and retain only qualified candidates, creating a group of experts available for recruitment.
- Ensure that current experts are properly classified and prepared for the vetting process.
- Identify gaps in expertise within the roster and collaborate with the field recruitment and marketing teams to target critical areas through focused outreach efforts.
- Ensure the roster reflects up-to-date expert profiles, enabling efficient matching with future recruitment and project assignment needs.
Function 2: Roster Optimization
- Assist in developing and updating generic job descriptions (JDs) for emerging technical fields and existing roles, ensuring the roster aligns with both current and future organizational needs.
- Provide technical expertise in revising generic job descriptions across the full range of civil aviation specialties and related domains, preparing them for publication on the organization's website.
- Assist the recruitment team in conducting searches in the roster for suitable candidates matching requirements for prospective posts in the pipeline.
- Identify candidates within demanding fields of expertise and forward for review by the Field Recruitment Officer.
- Design and implement screening tools, assessments, and criteria to evaluate roster applicants effectively.
Function 3: Procedure Development and Reporting
- Provide an overview of the roster utilization and essential recruitment metrics (e.g., number of applications submitted compared to candidates successfully added to the roster).
- Contribute to the development and implementation of Roster Management procedures based on existing rules, operational guidelines, and administrative instructions.
- Recommend enhancements to the roster to ensure its optimum use and the timely recruitment of project personnel.
- Develop a reporting mechanism that tracks recruitment KPIs such as: number of candidates added to the roster monthly, geographic representation (e.g., percentage by region), gender representation (e.g., male/female/non-binary percentages), and number of candidates in each specialty.
Function 4: Other related duties
- Perform other related duties, as assigned.
QUALIFICATIONS AND EXPERIENCE
Educational background
- A first-level university degree (bachelor’s degree or equivalent) in Civil Aviation disciplines (such as Aeronautical Engineering, Air Traffic Management, or Aviation Safety), Business Administration, or a related field.
Professional experience and knowledge
Essential
- A minimum of seven years of professional experience in civil aviation and its technical areas is required.
- Expertise to evaluate and assess candidates effectively.
- Strong understanding of civil aviation or related technical areas and technical terminology.
- Knowledge of duties and responsibilities at different levels of Civil Aviation personnel at DGCA, CAA, Airlines, Airport Authority, CNS, ATS, and Civil Aviation Training Establishments.
Desirable
- Previous experience with roster of experts management in a civil aviation environment.
- Experience in automated e-recruitment systems and integrated human resources information management systems.
- Experience working in a staffing consultancy firm of international repute is an added advantage.
Language Skills
Essential
Fluent reading, writing, and speaking abilities in English are essential.
Desirable
- A working knowledge of Spanish or a second language of the Organization (Arabic, Chinese, French, or Russian) is an asset.
CONDITIONS OF EMPLOYMENT
This post is to be filled for an initial period of 6 months, with a possibility of renewal. This is a hybrid work opportunity requiring work both in the Montreal office and remotely. The monthly rate for Band C varies from CAD 7,562 to CAD 10,910.
